BACKGROUND

Since 2 January 2020, the three levels of WHO (China Country Office, Regional Office for the Western Pacific and Headquarters) have been working together to respond to this outbreak of COVID-19. On 30 January, WHO declared the outbreak a Public Health Emergency of International Concern (PHEIC). On 11 March, WHO Director General characterized COVID-19 as a pandemic. The WPRO response plan is envisaged until the end of the year and respective support for each pillar is greatly needed.

As cases continue to be reported from new areas, additional preparedness and response efforts are required in the Region. To cope with the situation, the emergency team in the WHO Regional Office is being strengthened, in order to provide technical assistance to Member States for preparedness and response efforts.

 

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

Under the overall supervision of the WPRO IMST Incident Manager and the Information and Planning Pillar Lead, the consultant will provide epidemiologic, technical and operational assistance to the COVID-19 response activities from the Regional Office.

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT (aligned to draft monthly plans)

  • • Perform epidemiological analysis for regional, national and subnational situation on COVID-19 for guiding regional response and supporting country response and contribute to information products (such as IMST presentation, dashboards, SitReps, Briefing Note, guidance, etc);
  • • Provide role in specific sub-group, such as Event-based Surveillance group and Information Product and Planning group, under Information and Planning pillar in IMST;
  • • Support Member States and Country Offices, including through deployment, to collect and analyse multisource surveillance information of COVID-19.
  • • Support Member States and Country offices to conduct transmission assessments for national and sub-national areas using multisource information.
  • • Conduct, in collaboration with other team members, real-time analysis of outbreak intelligence data, from a broad range of sources including non-health sectors, for epidemic forecasting and detection.
  • • Assist in preparing and disseminating situational updates, technical documents and assessments to key decision-makers and contribute to risk communications.
  • • Perform any other event-related duties, as required by the respective Pillar Leads and Incident Manager

Other Deliverables:

  • • Progress report (monthly); and
  • • End of Mission Technical Report at the end of consultancy.

 

METHODS TO CARRY OUT THE ACTIVITY

Consultancy will be carried out remotely. The consultant will provide support to the COVID-19 Incident Management Support Team (IMST).

 

QUALIFICATIONS & EXPERIENCE

EDUCATION

Essential

First level or higher university degree in public health, epidemiology, social science or related field from an accredited/recognized institute.

 

EXPERIENCE

Essential

At least one-year work experience (including internships) related to the field of epidemiology or public health such as surveillance and outbreak investigation

Desirable

Relevant work experience in WHO, other UN agencies; experience working in relevant nongovernmental or humanitarian organizations. Experience in developing countries.

 

TECHNICAL SKILLS & KNOWLEDGE
