Purpose of the contract

In collaboration with a POLHN Secretariat based in the Division of Pacific Technical Support, WHO, the Instructional design specialist will design and develop digital courses to meet the compliance, regulatory and continuing education needs for Pacific health workers, ministries of health , licensing and regulatory boards.

Background

POLHN (www.polhn.org) is an online learning platform jointly operated by the World Health Organization and Pacific health ministries. POLHN aims to address the need of health professionals in the Pacific to access continuing professional development (CPD) opportunities and up-to-date health information.

Planned timelines

Start date:             01 October, 2017
End date:               20 December, 2017

Work to be performed

a. Develop six electronic courses using third party development tools (HTML, SCORMS and Adobe or any out-of-box tried and tested technology) based on existing content materials provided by WHO. The course content will be combination of power point presentations, word documents, PDF, image and printed documents. The courses will range from one to three hours in duration with an average of three to eight modules. Below are some of the course titles;

  1. Zika: The Care and Support of People Affected by Complications Associated;
  2. Integrated Management of Childhood Illness (IMCI);
  3. Infant & Young Child Feeding;
  4. Tuberculosis for primary health care workers;
  5. Obesity and Overweight; and
  6. Antimicrobial Resistance

b. Provide technical support to develop the assessments for each module;

c. Provide technical to prepare pre-assessment and post-assessment modules and integrate them with Moodle for learner’s assessment.

d. Develop feedback mechanism for the course

e. Develop easy access resources (assignments, resources) bank for the courses;

f. Design and develop interactive activities; use graphics and animations

g. Works with POLHN team to ensure curricula are effective and appropriately developed

h. Perform basic administrative duties for the courses upload and other courses related maintenance of the LMS

i. Ensures that the electronic course and assessment is of the highest level quality;

j. Ensure right balance of quality, comprehensiveness of content, platform-independent (browser, operating system) visibility and speed-optimized content.

k. Utilize adult learning models, implement multiple teaching and learning styles to maximize learner success;

l. The courses should be mobile and desktop responsive with adjustable bandwidth. The course should be downloadable and ready to use both offline as well as online (Plug and Play)

m. Work with WHO officers and course instructors to identify opportunities for improvement through a continuous cycle of evaluation and feedback;

n. Provide course instructors with instructional guide for the online course delivery to maximize the trainer competency; and

o. Develop supporting materials, including course overview, expected number of hours per module, brief description of each module, brief description of core competencies gained, and links or electronic copies of relevant reading materials.

Output/s

In collaboration with the WHO Pacific Health Systems and Policy team, the contractor will develop, upload and synchronize with the existing system:

Specific requirements

  • Qualifications required:
  • Postgraduate studies and/or training in online education or computer science
  • Experience required:
  • At least five years of work experience, with a specialisation in LMS and online teaching. Experience with curriculum development, design and evaluation would be an asset.
  • Health related experience will be an asset
  • Skills / Technical skills and knowledge:
  • Knowledge of the Information system, Moodle and HTML; and
  • Ability to design Integrated student Management System
  • Language requirements:
  • Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage
