REQUEST FOR EXPRESSIONS OF INTEREST

INTEGRATED WATER MANAGEMENT AND DEVELOPMENT PROJECT

ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR CONSTRUCTION SUPERVISION OF ALA-ORA WATER SUPPLY AND SANITATION SYSTEM

The Government of Uganda (GoU) has received financing from the World Bank towards the cost of the Integrated Water Management and Development Project and intends to apply part of the proceeds for CONSULTANCY SERVICES FOR CONSTRUCTION SUPERVISION OF ALA-ORA WATER SUPPLY AND SANITATION SYSTEM

The consulting services (“the Services”) include:

1.Provision of consulting services for supervision of construction works for Ala-Ora (Nyagak and Enyau) water supply and sanitation systems

2. Knowledge and skills transfer to sector professionals in contract management, safeguard management as well as water and sanitation infrastructure construction skills.

The consultant shall put in place a quality assurance system, a risk and environmental management systems to ensure compliance with construction standards. Construction supervision covers three distinct phases: (i) pre-construction and mobilisation phase (2 months); (ii) construction phase (18 months), (iii) defects liability phase (12 months)

The construction supervision period of the assignment is expected not to exceed 20 months excluding 12 of defects liability period and is expected to commence in March 2023.

The Ministry of Water and Environment (MWE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide sufficient information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria for the firm’s capability and experience are: 

  1. A Minimum of 10 (ten) years of core business as a consultant in undertaking detailed designs and construction supervision of water supply and sanitation infrastructure projects.
  2. Submit the firm’s organogram to demonstrate the firm’s technical and managerial capability
  3. Experience of at least 3 similar assignments in nature and scope performed in the last 10 years (EOI should indicate the name, scope and cost of each of the contracts undertaken, client and the years when undertaken)
  4. Experience in similar conditions with at least two projects in Sub-Saharan Africa or other countries in the world at similar level of development as Sub-Saharan Africa.
  5. Presence of appropriate skills among staff in the areas of civil engineering, project management, hydraulic engineering, electromechanical and water process engineering, catchment management and environmental & social safeguards management. (Please do not submit CVs and bio data of experts.)

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications in the form of a joint venture and/or lead/ sub-consultancy. Consultants shall indicate clearly whether the association is a joint venture and/or sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank procurement regulation.
