The Navajo Area Indian Health Service, Chinle Service Unit (CSU), which consists of the Chinle Comprehensive Health Care Facility, Many Farms Clinic, Pinon Health Center, Tsaile Health Center, and Rock Point Clinic, intends to award a non-competitive, sole source purchase order to Proposed Contractor, National Indian Youth Leadership Development project, Inc.  Authority cited FAR Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements.  The Proposed Contractor shall provide Full Venture Program consisting of youth education; professional outdoor experience consisting of a variety of services /activities to the youths at CSU schools involving leadership skills, staying healthy physically and mentally, developing positive social skills involving ethics, decision making and problem solving skills at various CSU schools. Fiscal Year 2021, period of performance 04/01/2021-03/31/2022.

The Proposed Contractor is the only organization uniquely qualified to provide the required services NATIONAL INDIAN YOUTH LEADERSHIP DEVELOPMENT PROJECT (NIYLP) will work with HPDP to identify target population of youth by community, chapter house or other means, will utilize virtual programming sessions. NIYLP will work closely with Pinon HPDP and the Chinle Service Unit to evaluate and assess scheduling readiness for outdoor camp events that must adhere to approved Gating Measures and Associated Indicators. The goal of the program is to increase participation awareness around experiential outdoor education, adventure based learning, leadership skills and development and service to community through adult and peer mentoring experiences. Goals will be met through a combination of team building and leadership development sessions delivered in-school, after-school, day long outdoor experiential adventure based sessions and multi-day camps.

This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.  If no affirmative written response is received by March 11, 2021, 5:00PM MST, the contract will be issued without further notice.

A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.  Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
