1.  Contracting Agency and Activity: The United States Coast Guard, HQ Contracting Division (CG-912), intends to award a sole source Firm-Fixed Price contract with no option years to Axon Enterprise, Inc., 17800 N. 85th St, Scottsdale Az, 85255-6311,  USA (DUNN: 832176382).  The annual cloud services is being requested   for the Coast Guard Investigative Service (CGIS), Washington DC, period of performance is May 2022 through May 2023. The associated NAICS code for this requirement is 518210 and Product Service Code is DA10.

2.  Statutory Authority. 

FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

Authority for the use of other than full and open competition, based upon only one responsible source known and where no other suppliers or services are able to satisfy the agency requirements, is found at 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1(iii), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”.

3.  Description of Services.

Axon Evidence's Digital Evidence Management Software (DEMS) and Associated Software Applications are currently being used by CGIS. The cloud-based system stores digital evidence (videos, audio, images, documents), and provides advanced tools such as redactions, case building, case management transcriptions, sharing and integrations. The attached Statement of Work (SOS) and JA has been provided for additional information.

THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation is available for this requirement. If a firm believes the USCG should not pursue this sole source contract with Axon Enterprise, they should submit a capability statement that is clear, convincing and pricing information for the requirement within (10) ten calendar days of publication of this notice.  You must submit your responses by 5:00 pm EST on Friday, 25 February 2022, to be considered.
