Terms of Reference (ToR) for the recruitment of an international consultant for the training of farmers in the field of livestock I. Introduction In accordance with the Decree of the President of the Republic of Uzbekistan No. 2795 dated February 22, 2017 and the Financing Agreement between the Government of the Republic of Uzbekistan and the International Fund for Agricultural Development (hereinafter- IFAD) dated March 7, 2017, the project "Dairy Value Chains Development Project" (hereinafter- the Project). The total cost of the project is 40.57 million US dollars, including:- IFAD loan $ 23.88 million;- IFAD grant $ 0.7 million;- Contribution of the Republic of Uzbekistan is $ 0.43 mi llion;- Contribution of the beneficiaries of $ 8.32 million;- Contribution of participating financial institutions $ 7.24 million. The project is being implemented in the Jizzakh and Kashkadarya regions. The aim of the project is to increase the financial sustainability and profitability of dekhkan and farm livestock farms, as well as enterprises engaged in the production and processing of milk and dairy products in the project regions. The DVCDP Goal is to improve the livelihood of rural people (women and men) in Uzbekistan. The Development Objective of the programme is: productivity, competitiveness, commercial farmer linkages and market access of smallholder dairy farms increased. The national executive and coordinating body of the project is the State Committee for Veterinary and Livestock Development. II. The purpose of the consultant’s task It is planned to hire an international consultant specializing in livestock sector. The consultant will provide technical support to the state unitary enterprise and project beneficiaries-farmers, including smallholder dehkan farmers, livestock breeders and suppliers of feed for cattle involved in the value chain of the dairy sector. It will provide a range of advice on feeding and raising livestock. The consultation will focus on two regions of Uzbekistan: Kashkadarya and Jizzakh regions. III. Scope of work and tasks of the Consultant Specialist in livestock sector with the support of the technical staff of PIU will provide consulting services. At the same time, the main task of the Consultant is divided into 3 main directions: 1. Preparation of training leaflets   on a remote basis with illustrations of recommendations for each of following topics (10 days): (i) Visual presentation of artificial insemination and embryo transplantation of cattle with a high level of milk yield (such as Goldstein-Friese, etc.); (ii) Advantage of growing certain feed crops (triticale, rapeseed, rye, tweezers, etc.) in an intermediate and dry-land and using them in the preparation of silage and haylage. Advanced technology of preservation of silage and haylage with a volume of no more than 0.5 t; (iii) Explanation of the concept of daily feed rate-unit / daily energy of feed for cattle. Description of the pros and cons of including of green mass grown by hydroponics method into the daily ration of dairy cattle; (iv) Determining the type and capacity of the equipment "mixer" (for preparing hay when mixing green mass with straw, minerals, etc.) based on the number of cattle; (v) Specific features of breading imported cattle (Goldstein-Friz, Shvets, Simmental, black-and-white). 2. Conducting trainings in livestock sector for farmers and livestock breeders in Kashkadarya and Jizzakh regions (25 working days). Professional development of local specialists in livestock sector, with the aim of further distribution of received knowledge by specialists among the dekhkans.   IV. Expected results and priority of services   The consultant on a distance basis will develop a training leaflets   by the topics mentioned above; After coordination with the project team of the training leaflets, the consultant will carry out a field visit to dairy and livestock farms in Kashkadarya and Jizzakh regions. (within 5 working days he will visit 3 dairy and livestock farms proposed by the Project Management in each of 2 regions). Consultant will conduct trainings for representatives of livestock farms and private livestock specialists in Kashkadarya and Jizzakh regions; The consultant’s trainings will also be attended by young livestock specialists to further distribution of received knowledge by specialists among dekhkans. The consultant will provide all information to these specialists and, if necessary, will provide separate consultations for complete grasp of the educational material by the specialists. V. Total duration of work and requirements for training The total duration of the consultant’s services includes development on a distance basis (10 days) the training leaflets, as well as 30 working days in Uzbekistan to familiarize with the region and conduct trainings. Based on the training results, the consultant will prepare the necessary reports. The approximate period of the beginning of the services of a Consultant is August-September 2021. Also, consultant during the training should:- pay attention to the practical exercises and examples, illustrating and reinforcing gained theoretical knowledge. In each training, at least 15 participants will attend.- hire a translator to translate into Uzbek (translation of the training leaflets and conducting trainings);- The consultant should conduct a questionnaire survey of the participants at the end of the training to find out the “Satisfaction and Understanding degree” of the training conducted and include it in the report. VI. Consultant Qualifications The consultant must meet following requirements:- Degree in livestock and / or agriculture;- At least 10 years of experience in livestock;- Experience in the CIS and Central Asia;- Knowledge of the Russian language is an advantage;- Experience with IFIs is an advantage. VII. Customer Contribution The Committee ’s project management team should ensure the following:- defi ne 3 farms from each of 2 regions for a field visit;- provide premises for organization of trainings;- provide training participants with appropriate handouts (training leaflets   o n Uzbek language, notebooks, pens and folders);- provision of necessary equipment and other equipment for training;- ensuring presence of training participants. VIII.
