REQUEST FOR EXPRESSIONS OF INTEREST (REOI) FOR THE SELECTION OF INTERNATIONAL INDIVIDUAL TECHNICAL CONSULTANT FOR ENGINEERING DIVISION   Country: Afghanistan Ministry: Ministry of Rural Rehabilitation and Development Name of Project: Citizens’ Charter Afghanistan Project (CCAP) Type of Assignment: Selection of International Individual Consultant Grant No: ARTF TFA03827 and IDA D1390-AF Project ID: P163468 Reference No: MRRD/CCAP/IC/294 Issue Date:      25th May, 2021 Closing Date:  08th June, 2021 The Ministry of Rural Rehabilitation and Development (MRRD) has received for grants from the Afghanistan Reconstruction Trust Fund (ARTF) and the International Development Association (IDA) toward the cost of the services, and intends to apply part of the proceeds for consulting services. Introduction The Citizens Charter is a National Priority Program (NPP) of the National Unity Government (NUG) that was officially launched on September 25, 2016. The Citizens Charter is an inter-ministerial, multi-sectorial NPP, where Ministries have collaborated to provide basic services to rural communities. The key service delivery ministries involved are: Ministry of Rural Rehabilitation and Development (MRRD), Ministry of Education (MoE), Ministry of Public Health (MoPH) and Ministry of Agriculture, Irrigation and Livestock (MAIL), with oversight by Ministry of Finance (MoF). MRRD has a key role and will be responsible for infrastructural development and strengthening CDCs and Cluster CDCs. The Community Development Councils (CDCs) will be linked to sub-national government to improve communication and coordination from the community to the district, provincial and national levels- increasing Government visibility and accountability. The Citizens’ Charter is an important foundation for the Government’s reform agenda, contributing to a number of priority areas including: Ensuring Citizens’ Development Rights; Building Better Governance; Reforming Development Planning & Management and Developing Partnerships. The Citizens Charter intends to improve service delivery by ensuring minimum service standards, provide greater responsiveness by the Government to the people and increase the level of public satisfaction with services. The Charter commits to deliver the following core services across the country over a 10-year period: Basic health services Basic education access Safe drinking water and sanitation Improved farming technologies and the delivery of extension services Rural connectivity with tertiary roads Rural renewable energy Roles and Responsibilities The Technical Consultation (TC) supports the CCNPP in all aspects of the Engineering requirements of the program, the TC is directly responsible for providing strategic, policy and engineering planning on quality control Monitoring and contract needs and specification with relevant technical audit. Specific responsibilities include: Provide overall technical assistance to CCNPP construction projects, from their planning to their implementation and monitoring. Responsible to ensure that effective implementation, monitoring and supervision tools are developed and implemented.  Responsible to ensure effective quality control systems are in place and contractor and engineering consultancy companies work in compliance with technical specifications and CCNPP quality standards. Identify and manage risks and initiate corrective action where necessary, so that the maximum benefit to client and stakeholders is achieved. Keeping abreast of engineering technologies to facilitate the implementation of innovate engineering solutions, as well as exchange experiences and knowledge sharing. Coordinate with Operations and programs required activities, ensuring proper and timely actions from both, CCNPP and Government’s side. Prepare interim- final project and handover reports. Analyzing the existing rules and regulations regarding CCNPP related to ED. Analyzing needs and gaps for the development of Engineering cooperatives in ED.  Providing support, technical knowledge, and a road map for setting up Engineering cooperatives (startups) to relevant stakeholders. Providing support in terms of training to the existing Engineering staff for capacity building. Qualifications & Experience Requirements Academic Qualifications: Advanced university degree in Civil or Structural Engineering, Architecture, or other relevant technical areas. Work Experience: Minimum 10 years of professional experience at national and international levels in the relevant field of civil engineering, especially in the preparation of construction technical documentation; Other Requirements: Experience in working in complex environments and large infrastructure and/or civil works, particularly in the field of construction technical project documentation development as well as construction supervision; Experience in community mobilization/ community monitoring sites, coupled with the ability to address and manage all aspects of monitoring of a construction (legal aspects of positioning, procurement, law and knowledge of construction contracts, construction information technologies, and follow-up). Experience in managing and supervising medium to large-scale construction works in the public sector; Knowledge of procurement, tendering, and contracting processes and requirements; Excellent and proven experience in dealing with contractors and local partners; Working experience in the area of preparation, implementation, and monitoring of technical/(re)construction projects; methodological and calculation skills; Experience in the technical design of high-rise structure is an asset; Knowledge of the Afghanistan Government/ World Bank rules, procedures, and regulations would be an asset. Working experience in World Bank Projects or other international development organizations is an asset. Background/familiarity with an emergency program. Duty Station and Reporting Requirements: The Duty Station: The duty station shall be the CCAP HQ Offices located within the MRRD Compound in Darul Aman, Kabul, Afghanistan with occasional trips within and outside Afghanistan for work purposes as required. Reporting Requirements: The consultant reports to the MRRD CCAP Director of Operation in all work-related issues. Submission of Expressions of Interest (EoIs): The CCAP/MRRD now invites eligible International Individual Consultants ONLY (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The attention of interested Consultants is drawn to eligibility requirements in compliance with paragraphs 3.21, 3.22, & 3.23 of the World Bank's Procurement Regulations for IPF Borrowers, Procurement In investment Projects Financing, Goods, Works, Non-Consulting and Consulting Services July 2016, available at www.worldbank.org, hereinafter referred as “Regulations” and paragraph 3.16 and 3.17 of the Regulations, setting forth the World Bank's policy on conflict of interest. In addition, please refer to the following information on conflict of interest related to this assignment as per paragraphs 3.16 and 3.17 of Regulations. A Consultant will be selected in accordance with the Individual Consultant method set out in the Regulations. The type of contract resulting from this procurement will be Time Based and the contract duration is expected to be 12 months from the effective date of the contract.
