Supply of Friction Products for all of IÉ Rolling Stock
This is a call to competition by Iarnród Éireann for the procurement of the ‘Supply of Friction Products for CME Rolling Stock’ (the “Contract”).
Iarnród Éireann operate a number of rolling stock fleets with differing friction brake requirements (i.e. axle mounted discs, wheel mounted discs, and brake blocks applied directly to the wheel). To reflect the differing friction brake requirements, the tender process has been split into 9 separate Lots.
Iarnród Éireann operate a number of maintenance facilities where brake pads and brake blocks are consumed as part of the normal running maintenance activities. In addition, as part of Iarnród Éireann’s heavy maintenance activities, brake pads and brake blocks are also consumed as part of the bogie refurbishment activities. It is intended that the contract(s) awarded from this tender will serve both running and heavy maintenance requirements.
Lot 1 - 071/201 Locomotive Brake Blocks
Annual requirement of approximately 1,500 brake blocks.
Current brake block [Cobra V108 W539 Wabtec]
(1) There is an option to extend the 5 year agreement by an additional 2 years.
(2) Whilst the exact volume of brake pad and brake block requirements under each of the respective lots cannot be determined at this stage, it is expected that the following volumes of products will be required (± 50%) and it will be not the intention of Iarnród Éireann to re-engage with the market should the estimated quantities be exceeded on the basis that a change of contractor would cause significant inconvenience and a substantial duplication of costs to Iarnród Éireann.

Lot 2 - 22000 ICR Brake Pads
Annual requirement of approximately 1,400 brake pad sets (4 pads per set).
Current brake pad [Bremskerl 70000065/70000066]
(1) There is an option to extend the 5 year agreement by an additional 2 years.
(2) Whilst the exact volume of brake pad and brake block requirements under each of the respective lots cannot be determined at this stage, it is expected that the following volumes of products will be required (± 50%) and it will be not the intention of Iarnród Éireann to re-engage with the market should the estimated quantities be exceeded on the basis that a change of contractor would cause significant inconvenience and a substantial duplication of costs to Iarnród Éireann.

Lot 3 - 29000 DMU Brake Pads
Annual requirement of approximately 2,700 brake pad sets (2 pads per set).
Current brake block [Becorit 984]

(2) Whilst the exact volume of brake pad and brake block requirements under each of the respective lots cannot be determined at this stage, it is expected that the following volumes of products will be required (± 50%) and it will be not the intention of Iarnród Éireann to re-engage with the market should the estimated quantities be exceeded on the basis that a change of contractor would cause significant inconvenience and a substantial duplication of costs to Iarnród Éireann.

Lot 4 - Mk4 Carriage Brake Pads
Annual requirement of approximately 2,400 brake pad sets (4 pads per set).

(1) There is an option to extend the 5 year agreement by an additional 2 years.
(2) Whilst the exact volume of brake pad and brake block requirements under each of the respective lots cannot be determined at this stage, it is expected that the following volumes of products will be required (± 50%) and it will be not the intention of Iarnród Éireann to re-engage with the market should the estimated quantities be exceeded on the basis that a change of contractor would cause significant inconvenience and a substantial duplication of costs to Iarnród Éireann.

Lot 5 - 8100 EMU Brake Pads
Annual requirement of approximately 1,500 brake pads.

(2) Whilst the exact volume of brake pad and brake block requirements under each of the respective lots cannot be determined at this stage, it is expected that the following volumes of products will be required (± 50%) and it will be not the intention of Iarnród Éireann to re-engage with the market should the estimated quantities be exceeded on the basis that a change of contractor would cause significant inconvenience and a substantial duplication of costs to Iarnród Éireann.

Lot 6 - 8500 EMU Brake Pads
Annual requirement of approximately 750 brake pad sets (2 pads per set).

(2) Whilst the exact volume of brake pad and brake block requirements under each of the respective lots cannot be determined at this stage, it is expected that the following volumes of products will be required (± 50%) and it will be not the intention of Iarnród Éireann to re-engage with the market should the estimated quantities be exceeded on the basis that a change of contractor would cause significant inconvenience and a substantial duplication of costs to Iarnród Éireann.

Lot 7 - 2600/2800 DMU Brake Pads
Annual requirement of approximately 720 brake pad sets (2 pads per set).
