— as per the request for tender (RFT), a number of price scenarios were requested. The current value of the contract awarded and as indicated on this award notice at section II.1.7) and V.2.4) is based on scenario C and F with extended opening hours for 4-year period;
— the total value to be paid to the outsourced provider until the end of each year will depend on current requirement and as volumes are reconciled;
— the contract value stated on this award notice does not include the option to extend, per the RFT for up to 1 year, which ComReg reserves this option.

Two additional ‘queries’ volumes scenarios (C1 and C2), in both the standard ‘working hours’ and ‘extended working hours’ as the volume of queries received by ComReg from consumers as estimated at time of tender has significantly increased due to unforeseen circumstances (Covid-19) in 2020 and into 2021.
ComReg has experienced an unforeseen and significant increase in the number of consumer queries and complaints received in 2020 and 2021 to date in relation to electronic communications services in some part due to (Covid 19) as consumers are more reliant on these services at present.
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee (Art. 43(1)(c) of Directive 2014/23/EU, Art. 72(1)(c) of/ Directive 2014/24/EU, Art. 89(1)(c) of Directive 2014/25/EU) Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances: increased volume of calls to contractor at unforeseen level.
