This is the 2017 notice covering services announcing the use of Supply-Line as a qualification system, operated by Achilles and used by a number of contracting entities in Ireland. It is used for tenderer selection for contracts and framework agreements above the EU thresholds and from time to time for contracts below the EU thresholds. At their discretion, the contracting entities may publish additional calls for competition for any or all of the procurement categories listed in the Supply-Line Product Code Guide. They may apply additional rules, criteria and qualification stages for specific procurements. They may opt not to use Supply-Line and to publish a separate competition in OJEU or www.etenders.gov.ie. An information document covering the Supply-Line system and rules of operation is available to download from www.etenders.gov.ie under ID 112735. Some categories of business may be specific to some industries only within the scope of the Utilities sector.

The Supply-Line system is of indefinite duration. Membership of the system is confirmed and published annually on behalf of the contracting entities. Vendors may join at any time, are required to update their information regularly to ensure all company information is current. They must update their information and renew their registration at least once a year to maintain their qualified status.

Conditions to be fulfilled by economic operators in view of their qualification:

Registration on Supply-Line constitutes the basis for tender list preparation in the service categories identified in the Supply-Line coding (Section 2 and Section 3 of the coding). Registration maybe achieved in the following way: Joining the system under the appropriate level and using the appropriate codes. Economic operators registering on Supply-Line will be subject to an annual contribution payable in advance. Completion of the Supply-Line qualification questionnaire online via www.achilles.com including a formal declaration of the applicants bona fides. Suppliers should note that consideration for tender lists may be subject to the subscribers issuing second-stage questions — about specific contracts through the e-Qual tool within Supply-Line. To this end, suppliers are reminded to carefully monitor email alerts from both Supply-Line and/or the purchasing organisations.

Methods according to which each of those conditions will be verified:

In the case of Utilities, suppliers registering at level 3 will be considered for all contracts irrespective of value; those registering at level 2 will be considered for contracts below the EU thresholds; those registering at level 1 will only be eligible for consideration for contracts below 50 000 EUR.

Please note that for non-regulated buyers (Community Based Groups — the Wheel, GAA, Early Childhood Ireland, etc.) the default level is level 2 for all contracts irrespective of value.
