TII has a requirement to establish a panel of experienced experts to provide ad hoc specialist services for its projects as considered necessary. TII’s objective is to establish a standing list of senior experts, with expertise in certain specialist fields, who can be called upon to provide TII with support as required for its road and rail projects. TII intends to establish a Dynamic Purchasing System to provide a streamlined procurement route for engaging the specialist services of such individuals. For example, TII may have a requirement for a steering committee member, a project evaluation board member, an expert witness, an independent technical specialist, a trainer or an industry expert.

TII has a requirement to develop a panel of experts who:

— have extensive personal knowledge/wisdom and skills in particular areas (transport, road, metro, light rail etc.) based on many years of experience, and

— can be relied upon to offer completely unbiased and independent comment and, in this context, can confirm non-association with industry players so as to avoid any conflict of interest.

In all instances the individuals will be engaged with a view to harnessing their personal knowledge / wisdom and skills in the context of a specific initiative, typically the engagement would be:

— in respect of high-value and/or high-risk initiatives,

— for a limited period and for a limited number of hours, and

— would not involve the engagement of the individual’s support staff or associates.
