Provision of a managed service to include the provision of smart devices, voice and data communications, device security and remote access services to assist Census field staff to deliver the Census of Population in 2022.
The Irish Government has postponed the 2021 Census for 12 months from 18 April 2021 to 3 April 2022. The contract for the Managed Service is being extended in accordance with Regulation 72(1)(c) and 72(1)(b) of the Public Contracts Regulations 2015 and will be extended for a further 12 months. The value of the modification does not exceed 50 % of the value of the original contract. The modification includes:
— the end date of the project is changed from 1 September 2021 to 1 September 2022;
— minor additional services (such as storage of equipment for up to 12 months) are included which must be undertaken by the contractor due to the changed date;
— the credit for the residual value of smart devices (phones, Mi-Fi routers and Wi-Fi broadband routers) returned by the client to the contractor at the end of the original contract expiry date has been removed. This is due to the fact that the smart devices will now be returned 1 year later and therefore the residual value is no longer applicable.
This modification has been brought about by the unforeseen decision to postpone the census for 12 months based on a number of factors related to the Covid-19 Pandemic. Foremost in the decision making was the need to ensure the safety of the general public and the CSO field staff, coupled with the need to deliver a Census that achieves the highest possible response rate across all facets of Irish society.
