(CONSULTING SERVICES – FIRMS SELECTION)

ASSIGNMENT: CONSULTANCY SERVICES FOR DEVELOPMENT OF COMMODITY VALUE CHAIN, PLATFORMS AND MARKET LINKAGES FOR: LOT 2: OLWENY IRRIGATION SCHEME IN LIRA DISTRICT & AGORO IRRIGATION SCHEME IN LAMWO DISTRICT.

The Government of Uganda (GoU) has received financing from the World Bank towards the cost of the Irrigation for Climate Resilience Project and intends to apply part of the proceeds for Consultancy Services for Development of Commodity Value Chain, Platforms and Market Linkages for: Lot 2: Olweny Irrigation Scheme in Lira District & Agoro Irrigation Scheme in Lamwo District.

The consulting services (“the Services”) include: (i) Carry out capacity development of farmer organizations  for organizational management, improved value addition and market access, (ii) Carry out Value Chain Analysis for identified agricultural commodities in the selected Irrigation schemes, (iii) Identify agro-processing (post-harvest handling and value addition) requirements for the identified commodities, (iv) Support the formation and/or development of agricultural commodity marketing platforms for improved market access and (v) Preparation and production of materials for training, information and education during provision of extension services.

The implementation period of the assignment is 24 months from the date of contract effectiveness.

The Ministry of Water and Environment (MWE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide sufficient information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria for the firm’s capability and experience are: 

The short - listing criteria will include:

  1. A Minimum of five (05) years of core business as a consultant in undertaking contracts of a similar nature in the following areas: Agriculture, Rural Development, Agribusiness, Market-led agricultural value chain development and institutional development.
  2. Experience of at least three (3) similar assignments of similar scope and nature in the areas of: (i) Agriculture, (ii) Rural Development, (iii) agribusiness, (iv) market-led agricultural value chain development and (v) institutional development. The experience in these areas may be obtained from the same assignment or from different assignments but all areas must be covered.
  3. Experience in similar conditions with at least one (1) project in Sub-Saharan Africa or other countries in the world at similar level of development as Sub-Saharan Africa.
  4. Submit the firm’s organogram to demonstrate the firm’s technical and managerial capability
  5. Demonstrate presence in the firm of personnel with the following expertise: in areas of : Rural Development, Agribusiness, Institutional capacity development and financial management. . Please provide only the structure of the Organization as well as general qualifications and number of Key staff to demonstrate presence of the skills required in the firm (Please do not submit CVs and bio data of experts at this stage).

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, August 2018 and November 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture and/or a sub-consultancy to enhance their qualifications. The firms should indicate clearly in the EOI whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank Procurement Regulations (July 2016, revised November 2017, August 2018 and November 2020).

Expressions of interest (One original plus two copies) must be delivered in a written form to the address below (in person) by 16th  May, 2022 at 11:00 a.m.
