Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Nel corso dell’esecuzione, la grave crisi sviluppatasi a causa della pandemia da Covid-19 ha determinato l’adozione da parte del Governo e del Parlamento di una lunga serie di provvedimenti volti, da una parte, a ridurre la proliferazione dei contagi (con misure limitative della mobilità dei cittadini e di chiusura di molte attività produttive) e, dall’altra, ad erogare varie prestazioni di ristoro in favore dei lavoratori e delle aziende. L’emergenza pandemica, derivante dalla diffusione del virus Covid-19, rappresenta un fatto sopravvenuto, non previsto né in alcun modo prevedibile al momento della stipula contrattuale; riveste, altresì, carattere di imprevedibilità la normazione d’urgenza adottata dal Governo per far fronte alla forte crisi derivante dall’emergenza sanitaria.
