Section 7: General and Functional Specifications

1.1         Overview

Medical Stores Limited (MSL) is the central actor for the storage and distribution of health commodities, consumables and equipment in Zambia. CHAZ is the other big partner catering for about 10% of the total chain of the public sector.

The period from 2000 until 2017 has been marked by a dramatic increase of total volumes of health commodities handled by MSL.  This has triggered plans to improve the handling capacity of MSL.  MSL started the process to increase the warehouse space and upgrading of its central store in Lusaka in 2014 with the preparation of a Masterplan.  UNDP is providing active support to this process.  The increase of warehouse space is accompanied by a modernization of the structures, equipment and systems, for long-term sustainability. The use of energy efficient equipment and alternative energy solutions has been identified as essential elements of the infrastructure enhancement strategy.

As part of the Masterplan, in March 2018 the Design and Construction started of the Extension to Medical Stores Limited (MSL) Central Medical Warehouse Phase II in Lusaka, Zambia.  This included construction of a new high bay warehouse, receiving area, hazardous store, and part of the wall fence, internal drainages, and internal portions of roads and parking areas.

The new warehouse will cater for the distribution of “Pharmaceutical” products, for which various storage systems and equipment will be required, as described herein.

1.2         Scope of work

  • This invitation calls for an offer for the - supply, delivery, on-site assembly, commissioning, driver training and handover of Very Narrow Aisle (VNA) Trucks, according to the specifications described in Section 4 of this document.
  • Leasing of similar VNA Trucks of comparative specifications to those to be supplied for a period prior to delivery of the new equipment. 

In summary, the supplier will be responsible for:

  • The batteries and battery charging installation
  • On-going maintenance of the trucks for a period of two years
  • Operator training
  • Spare parts
