Description

Overview :

The Promoting Human Security Through Sustainable Resettlement Programme began in January 2017, as the successor to the Local Integration Programme (2014-2016), and is the primary vehicle for shifting from a humanitarian to a long-term development approach to enable the UN in Zambia to support the local integration of former refugees and Zambians.

The overall goal of the programme is that, by 2021, communities living in the targeted resettlement schemes are cohesive, productive, sustainable and fully integrated into development at all levels. The overall goal of the programme is to address inter-related insecurities through supporting the national and local governments as duty-bearers to carry out their protection mandate and empowering the resettlement communities to claim their full rights as residents in Zambia, while promoting peaceful co-existence.

The three key objectives of the Programme are:

  • Government at national and sub-national level undertake inclusive and participatory planning and governance processes that incorporate the targeted resettlement schemes;
  • Communities in and around the targeted resettlement schemes have access to social services and sustainable economic opportunities;
  • Resettlement communities are tolerant, inclusive and integrated with the surrounding society, enabling people to live in freedom and dignity and to fully realize their human potential.

To address the second outcome of the programme on promoting sustainable economic opportunities, UNHCR and UNDP have agreed to work together to reach consistency and economies of scale in the approach to improve productivity and livelihoods across the refugee settlements and resettlement schemes of Meheba and Mayukwayukwa. Across both areas and population groups, the context and needs are similar, where crop farming, livestock rearing and small business are the dominant livelihood activities in all settlements. According to registration data, across all the locations, on average 35% of those within the working age of 18- 59 having a farming background; knowledge, skills and experience.  Despite sporadic support for the provision of  seed, fertilizer and farming tools, the outputs from agricultural activities are insufficient to provide sustainable income and the production remains at basic subsistence levels.

Specific Objectives

Recognizing the pivotal role of the private sector in building productive communities, increasingly, UNHCR, UNDP, GRZ and partners are exploring the resources, relationships, talent and embedded role of the private sector to achieve sustainability and greater scale in skills development, market-oriented production and value chain strengthening.

Against this background, UNDP will engage a contractor to provide start-up agriculture inputs, training, market linkages, option to buy production, and additional support to farmers in Meheba and Mayukwayukwa Resettlement Schemes, located in Kalumbila (North Western Province) and Kaoma (Western Province) Districts, Zambia, respectively.

The specific objective of this engagement is to improve productivity and livelihoods across resettlement schemes of Meheba and Mayukwayukwa, in order to promote sustainable economic opportunities.
