  Invitation for Bids Date: 17 August 2021 Loan/Grant No. and Title: Loan 3742-KGZ, Grant 0628-KGZ: Issyk-Kul Wastewater Management Project Contract No. and Title: IWMP/ICB/CW-21/002: Procurement of Construction for Expansion of sewer network in Balykchy Deadline for Submission of Bids: 30 September 2021, 15:00 hours (Bishkek Time) 1.    The Kyrgyz Republic has received financing from Asian Development Bank (ADB) toward the cost of Issyk-Kul Wastewater Management Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.   2.    The Department of Drinking Water Supply and Sewerage Development under the State Agency for Architecture, Construction and Housing and Public Utilities under the Cabinet of Ministers of the Kyrgyz Republic (the “Employer”) invites sealed bids from eligible Bidders for the Construction for Expansion of sewer network in Balykchy.  The bidding covers two (2) lots:  Lot 1:   “Western”: “Construction of a sewerage network (Togolok Moldo St., Mambetalieva St., Ozernaya St, total length 5.34 km)”.  Lot 2:   "Eastern": “Construction of a sewerage network (Toktosunova St., Sharopiva St., Kaldybaeva St., total length 5.32 km)”.  The contract is expected to be completed within 18 month plus Defect Notification Period of 365 days.  The Bidders can bid for any single lot, or a combination of lots, and consequently the Employer will evaluate and compare bids on the basis of a lot, or a combination of lots, or as a total of lots to arrive at the least cost combination for the Employer by taking into account discounts offered by Bidders in case of award of multiple contracts.  3.    International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Documents. 4.    Only eligible Bidders with the following key qualifications should participate in this bidding:  ●     Minimum average annual construction turnover:  As total certified payments received for contracts in progress or completed, within the three (3) financial years (2018, 2019, 2020):   For Lot 1: USD 841,000.00 For Lot 2: USD 968,000.00 ●     Construction experience: Participation in at least two (2) contracts that have been successfully completed within the last 6 (six) years (2016, 2017, 2018, 2019, 2020, 2021) and that is similar to the proposed works, where the value of the Bidder’s participation exceeds:  For Lot 1: USD 504,000.00 For Lot 2: USD 581,000.00  The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6 (Employer’s Requirements) of the Bidding Documents.  The qualification criteria are more completely described in the Bidding Document.  5.    To obtain further information and inspect the Bidding Documents, Bidders should contact:  Attention: Ms. A.
