Object: Hiring of professional consultancy to conduct the Institutional Strategic Planning (PEI) process of the National Treasury Secretariat, for the triennium 1/2022-2/2024, using a specific methodology that promotes engagement and innovation, carrying out studies, mediating debates and consolidating results into Strategic Plan products, in addition to supporting the monitoring of strategy implementation. The state of the art and international experience in methodology and application in similar institutions must be considered, having as an initial reference the Technical Guide to Strategic Management of the Ministry of Economy, the understanding of the impacts of the COVID-19 pandemic, relationships and institutional ways of working.
