This Invitation for Tenders follows the General Procurement Notice No. 8077-GPN-47570 for this project which was published at 19 November 2015 on the website of the European Bank for Reconstruction and Development - www.ebrd.com.

Joint Stock Company “Akbulak” hereinafter referred to as the Employer, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Aktobe Water Project.

The Employer now invites sealed tenders from Сontractors for the contract AWP-6, “Rehabilitation of Sewage Networks” to be funded from the proceeds of the loan.

The Project is implemented on the territory of Aktobe City, Republic of Kazakhstan.

In general, the scope of basic works of these Contracts shall include:

− Rehabilitation of gravity sewage collector D400mm;

− Rehabilitation of gravity sewage collector D300mm;

− Rehabilitation of gravity sewage collector D200mm;

− Rehabilitation of gravity sewage system D160mm.

The estimated completion time under the Contract is 540 days.

To be qualified for award, the Tenderer shall meet the following qualification criteria as a minimum:

(a) The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least 1 (one) project of a nature and complexity comparable to the proposed contract within the last 5 (five) years.

(b) The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 3 (three) years not less than KZT 680,000,000 (six hundred eighty million) equivalent.

(c) The Tenderer shall demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, sufficient to meet the construction cash flow for the contract for a period of 3 (three) months, estimated as not less than KZT 113,000,000 (one hundred thirteen million) equivalent, taking into account the Tenderer's commitments for other contracts.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

The tender documents may be obtained free of charge from the office at the address below upon the written request or the documents will be promptly dispatched by e-mail to the address, indicated in the written request, but no liability can be accepted for loss or late delivery.

All tenders must be accompanied by a tender security not less than KZT 10,200,000 (ten million two hundred thousand) or equivalent in convertible currency

Tenders must be delivered to the office at the address below on or before 19 September, 2017 at 14:00 (Aktobe time), at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
