This Invitation for Tenders follows the General Procurement Notice 8423-GPN-47497 for this project which was published on 6 October 2016 on the website of the European Bank for Reconstruction and Development - www.ebrd.com

The State Communal Enterprise Kostanay Su (the "Company"), hereinafter referred to as the Purchaser, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Kostanay Water Project.

The Purchaser now invites sealed tenders from the suppliers for the following contracts:

Procurement of laboratory equipment, to be funded from part of the proceeds of the loan.

The Project is implemented on the territory of Kostanay City of the Republic of Kazakhstan.

Tenders are invited for one or more lots:

- Lot 1. Laboratory equipment,

- Lot 2. Special furniture for laboratory.

The estimated completion time under contracts is 6 months.

Tendering for contracts to be financed with the proceeds of a loan from the Bank and from the GOK is open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

To be qualified for the award of a contract, tenderers must satisfy the following requirements:

(a) Experience as Supplier, in at least 3 (three) contracts within the last 5 years, that have been successfully and substantially completed and that are similar to the proposed Goods.

(b) Average annual turnover as prime Supplier (defined as billing for Goods and Services delivered and under delivery) over the last 5 (five) years of not less than:

(a) KZT 78 mln or equivalent in USD for Lot 1,

(b) KZT 100 mln or equivalent in USD for Lot 2.

c) The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow estimated as not less than:

- KZT 10 mln or equivalent in USD for Lot 1,

- KZT 13 mln or equivalent in USD for Lot 2,

taking into account the Tenderer's commitments for other contracts.

The tender documents may be obtained free of charge from the office at the address below upon written request.

Upon the written request the tender documents may be collected from the office at the address given below or the documents will be promptly dispatched by e-mail to the address, indicated in the written request, but no liability can be accepted for loss or late delivery.

All tenders must be accompanied by a tender security in the amount not less than:

(a) KZT 0,45 mln or equivalent in USD for Lot 1,

(b) KZT 0,51 mln or equivalent in USD for Lot 2.

Tenders must be delivered to the office at the address below on or before 14:00 (local time) 18 July 2017, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.

A register of potential tenderers who have purchased the tender documents may be inspected at the address below.
