The contractor must provide the human and material resources necessary to ensure the security of persons and assets under the contracting authority's responsibility. The main services to be provided are:
— control visitor access to buildings occupied by the Delegation and some of its staff, including offices and annexes, the residence of the Head of Delegation and the accommodation of expatriate staff; clearance of all bags, inspection of mail, deliveries and packages before they are taken into the premises,
— keep these buildings under general surveillance so as to prevent any intrusion or attack on persons or property,
— establish regular links between the sites under surveillance through regular patrols and periodic radio checks between the central office and the various sites,
— establish a rapid response force should there be an accident or incident and assist persons in danger,
— establish and maintain alarms and/or security equipment in the accommodation of expatriate staff.

1) Justification for the choice of the negotiated procedure without prior publication of a contract notice in the OJEU in accordance with Directive 2004/18/EC

Extreme urgency brought about by events unforeseeable by the contracting authority and in accordance with the strict conditions stated in the Directive.
Following notice to terminate the newly concluded security contract EEAS-268-DELKENN-FWC-SER-2015 by the contractor who deemed it untenable due to a significant error they made in pricing, the contracting authority was compelled to establish a new contract as a matter of urgency. The termination was unforeseen as the contractor was only 6 months into the contract. Citing impending financial loss as significant, the contractor would not extend the contract further to enable us to launch a new tender within the time limits laid down in the procedure. Thus based on extreme urgency to ensure security of staff and installations, the contracting authority opted to launch a tender on the basis of a negotiated procedure without prior publication of a contract notice to establish a contract for 1 year pending relaunch of a restricted tender based on the standard procedure to establish a new framework contract. The 4 economic operators invited to tender were those that had passed the selection stage of the previous tender EEAS-268-DELKENN-SER-FWC. The original terms specified in the previous call for tender have not been substantially altered.
