Contract Title: Procurement of Machines for Dairy Cattle Early Pregnancy Diagnosis Tool (USG) (30 set), Equipment (35 set) for Expansion/ Upgrade of DLS Capacity for Veterinary Supervision and Services Delivery including FDIL and DVH.

1. The Government of Bangladesh (GOB) has received financing from the World Bank toward the cost of the Livestock and Dairy Development Project (LDDP), and intends to apply part of the proceeds toward payments under the contracts for Procurement of Machines for Dairy Cattle Early Pregnancy Diagnosis Tool (USG) (30 set), Equipment (35 set) for Expansion/ Upgrade of DLS Capacity for Veterinary Supervision and Services Delivery including FDIL and DVH. There are two lots, Lot-1 and Lot-2 for these contracts. Bidders may Bid for one or two contracts, as further defined in the request for bids document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.

2. The Livestock and Dairy Development Project under the Department of Livestock Services now invites sealed Bids from eligible Bidders for Procurement of Machines for Dairy Cattle Early Pregnancy Diagnosis Tool (USG) (30 set), Equipment (35 set) for Expansion/ Upgrade of DLS Capacity for Veterinary Supervision and Services Delivery including FDIL and DVH. The delivery period is four (4) months from the opening of L/C. The locations of final delivery are selected District Veterinary Hospital (35 Nos), Field Disease Investigation Labouratory (9 Nos) located at District Level across the Country. Qualification requirements of the bidder include: (i) overall experience of the manufacturers in the production of similar goods is at least five years; (ii) specific experience of supply similar type of goods (similar functional and technical characteristics) of at least one contract value For Lot-1, USD 1,000,000.00 (One Million US Dollar) or equivalent amount, For Lot-2, USD 560,000.00 (Five Hundred and Sixty Thousand US Dollars) or equivalent, between January 01, 2017 and the date of Bid submission; (iii) minimum total amount of available liquid asset and/or credit facility For Lot-1, USD 1,000,000.00 (One Million US Dollar) or equivalent amount, For Lot-2, USD 560,000.00 (Five Hundred and Sixty Thousand US Dollars) or equivalent. A margin of domestic preference shall not be applied. More detail qualifications requirements are provided in the bid documents.

3.  Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the The World Bank Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services, July 2016 and Revised November 2017 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from the Project Director, Livestock and Dairy Development Project (LDDP), Department of Livestock Services (DLS), Email: [email protected].  A read-only copy of the bidding documents will be available on LDDP website: http://lddp.portal.gov.bd/ for viewing only, not for use in submission of bids.

5. A complete set of the bidding documents in English may be purchased by interested bidders upon the submission of a written application through e-mail from the bidder’s official e-mail address to the Employer’s e-mail address specified below, together with a copy of documentary evidence confirming electronic wire transfer payment of a non-refundable fee of BDT 8,500.00 (Bangladesh Taka Eight Thousand and Five Hundred) or USD 100.00 (United States Dollars One Hundred) to the Purchaser’s bank account specified below.  Within 3 (three) working days of receipt of the payment in the Purchaser’s bank account, the Purchaser shall send through reply email to the bidder an electronic copy of the bidding documents in PDF format. A local Bidder can also purchase the bid document from the project office mentioned below upon submission of a written application to the Project Director with payment receipt of the above non-refundable amount to the bank account mentioned below during the office hour.

6. Bids must be delivered to the address below at or before 15:00 hours (Bangladesh Standard Time, GMT + 6 Hours) on December 15, 2021. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 15:30 hours (Bangladesh Standard Time, GMT + 6 Hours) on December 15, 2021. The bid opening meeting will also be connected virtually through live video conference, for which the electronic connection link will be sent by the Purchaser at least seven (7) calendar days before the bid opening meeting through email to all the prospective bidders who purchased the bidding documents and who may choose to attend through video conference.

7. All Bids must be accompanied by a Bid Security of amount For Lot-1, in BDT 2,545,000.00 (Two Million Five Hundred and Forty Five Thousand Bangladesh Taka) or USD 30,000.00 (Thirty Thousand US Dollar) or equivalent amount of any freely convertible currency. For Lot-2, in BDT 1,445,000.00 (One Million Four Hundred and Forty Five Thousand Bangladesh Taka) or USD 17,000.00 (Seventeen Thousand US Dollar) or equivalent amount of any freely convertible currency in favor of the Project Director, Livestock and Dairy Development Project (LDDP).
