THE REPUBLIC OF UGANDA MINISTRY OF WATER AND ENVIRONMENT REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) UGANDA INTEGRATED WATER MANAGEMENT AND DEVELOPMENT PROJECT LOAN NUMBER P163782 ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR STAKEHOLDER ENGAGEMENT, ENVIRONMENT AND SOCIAL RISK MANAGEMENT FOR LARGE SOLAR POWERED WATER SUPPLY AND SANITATION SYSTEMS IN RURAL GROWTH CENTRES Lot 1: Western Region Lot 2:  Central Region Lot 3: Eastern Region The Government of Uganda (GoU) has received financing from the World Bank towards the cost of the Integrated Water Management and Development Project and intends to apply part of the proceeds for consulting services for Stakeholder Engagement, Environment and Social Risk Management for Large Solar Powered Water Supply and Sanitation Systems in Rural Growth Centres lotted as follows; Lot 1: Western Region: Bugwara and Kabamba (Kakumiro), Kikoora and Mwitanzige (Kagadi), Nyamushojwa and Kyampangara (Kazo), Kasaba (Kyenjojo) and Rwentuha (Kyegegwa) Lot 2: Central Region: Damba-Kalyambuzi (Mukono), Kikooge (Nakasongola), Bugomolwa & Kikonge – Nakasero (Kyankwanzi), Lubaali (Kassanda), Kasese & Lwentulege (Rakai), Bubanda (Mubende) and Nankondo (Sembabule). Lot 3: Eastern Region: Lugala, Nango (Namayingo), Bukizibu- Bumwena (Mayuge), Kidera and Igwaya (Buyende), Itanda (Jinja), Kagumba (Kamuli), Bulange (Namutumba) and Kitenga(Kaliro) The consulting services (“the Services”) include: To promote meaningful engagement and participation of stakeholders during project implementation, (ii)To support the MWE in implementation of RAP, (iii)To establish and implement functional grievance redress mechanisms for beneficiary communities, (iv) To mitigate the social risks associated with labor influx during construction including HIV/AIDS and other sexually transmitted infections, GBV and VAC in the project area and (v)To mitigate environment and health (sanitation, hygiene & environmental degradation) risks associated with the project The implementation period of the assignment is 18 months and is expected to commence in July 2022. The Ministry of Water and Environment (MWE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide sufficient information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria for the firm’s capability and experience are:  A Minimum of 10 (ten) years of core business as a consultant in undertaking Stakeholder Engagements, Socio Economic, Environmental and Sanitation Situation Assessment & Baselines, Environment Management & Promotions, Social Risk Management & Assessment, Community Management and Assessments in Water, Sanitation and other infrastructure and community related projects. Submit the firm’s organogram to demonstrate the firm’s technical and managerial capability. Experience of at least 3 assignments similar in nature, type, scope in the following areas (the experience in these areas may be obtained from the same assignment or from different assignments but all areas must be covered): i. Stakeholder Engagements, ii. Socio Economic, Environmental and Sanitation Situation Assessment and Baselines, iii. Environment Management and Promotions, iv. Social Risk Management and Assessment, and v. Community Management and Assessments in Water, Sanitation and other infrastructure and community related projects. Experience in similar conditions with at least two projects in Sub-Saharan Africa or other countries in the world at similar level of development as Sub-Saharan Africa. Presence of appropriate skills among staff in the areas of Social Development, Environmental and Social Safeguards Management, Resettlement Action Plan (RAP) Implementation, Gender Based Violence (GBC), Violence Against Children (VAC) Management, and Health, Hygiene and Sanitation Promotion & Management (Please do not submit CVs and bio data of experts). The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised December 2020 [Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Consultants submitting Expression of interest (EoI) for more than one (1) lot must demonstrate capacity to undertake/execute the multiple assignments (multiple lots) concurrently. A separate EoI shall be submitted for each lot. A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank procurement regulation.
