Description

1.   PURPOSE and objectives:

UNICEF South Sudan is looking to establish Long Term Arrangements (LTA) with Financial Service Providers (FSPs) to deliver mobile money payment services throughout South Sudan to eligible beneficiaries nationwide.

The FSP should have a duly licensed, established, credible and secure system for mobile money payments, and related activities such as sim card issuance to clients for effective use for Mobile Money Transfer Services in South Sudan. The Mobile Money payment and related services required by UNICEF include, but are not limited to:

-    One-time monetary transfers

-    Regular monetary transfers

-    Batch payment processing

-    Two-way communication for monitoring and verification of payment through SMS and/or prerecorded voice messages

Specific objectives:

-    Deliver Mobile Money payments to eligible UNICEF beneficiaries as per the parameters and list provided by UNICEF.

-    Properly account for the transfers delivered and reconcile delivered benefit amounts at the end of each payment phase.

Type of contract and duration:

The selected service provider(s) will be awarded a Long Term Agreement (LTA) and which will be used to establish contract(s) against respective cash transfer project(s) and upon needs). The LTA will be established for an initial period of 2 years, with the possibility to extend for an additional 3 years upon needs, mutual agreement and satisfactory performance of the FSP(S).
