Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Following the supplementary award decision of 22 December 2020, the amount awarded has been increased by EUR 3 500 000, bringing the maximum budget for the FWC execution to EUR 11 500 000 for its maximum duration until 31 January 2022.

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee (Art. 43(1)(c) of Directive 2014/23/EU, Art. 72(1)(c) of Directive 2014/24/EU, Art. 89(1)(c) of Directive 2014/25/EU)

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

After the execution of the contract had started the strengthened focus on digitization in both the Juncker and von der Leyen Commissions has required stronger investments in these programmes than initially foreseen. The new needs arose in the context of projects developed under the European Public Procurement Interoperability Initiative (eProcurement Ontology and associated code lists) and in the context of the implementation of data analytics tools on the basis of the Ontology. Consequently, the present budgetary increase is a result of the circumstances which a diligent contracting authority could not foresee.
