The object of this contract is the provision of collection, sorting, routing and distribution services of mail from institutions, bodies and agencies of the Union located in Luxembourg.

This contract does not include the supply of postage-franking machines or consumables associated with such machines. The contract only covers the provision of certain equipment.

The estimated volume of contract services for the maximum duration of the contract is:

— Zone 1 (Luxembourg):

—— ordinary deliveries 405 000 items,

—— tonnage 35 000 kilogrammes.

— Zone 2 (EU (excluding Luxembourg), EFTA and other European countries):

—— ordinary deliveries 445 000 items,

—— tonnage 32 500 kilogrammes.

— Zone 3 (rest of the world):

—— ordinary deliveries 20 500 items,

—— tonnage 3 500 kilogrammes,

—— registered deliveries and with AR,

In accordance with the Luxembourg law of 26.12.2012 on postal services, (in particular its Title 2 — conditions governing the provision of postal services and access to the network – Articles 4 to 12) and Regulation P13/10/ILR of 19.7.2013 setting the criteria and procedures for granting authorisations to provide postal services wholly or partly covered by the universal postal service, and the quality standards to be met by holders, as well as the monitoring of compliance with these standards, the tenderer must, at the time of the presentation of its tender:

— be enrolled on the list of service providers of the Luxembourg Institute for Regulation, and

— be authorised in accordance with the legal provisions to provide postal services falling wholly or partly covered by the universal postal service.
