The Government of Malawi has secured a grant and credit from the International Development Association (IDA) to help support the implementation of key recovery and resilience interventions under the Malawi Resilience and Disaster Risk Management Project (MRDRMP) which is an additional financing to the Malawi Drought Recovery and Resilience Project (MDRRP). The MRDRMP is an initiative by the Government of Malawi with support from the World Bank to respond to the effects of Cyclone Idai which Malawi experienced in 2017-2018 rainfall season and upscale interventions under MDRRP.

The MRDRMP is being implemented from 2020 to 2023 and primarily focuses on six key strategic pillars which are (i) increase productivity in agriculture and irrigation development; (ii) improve food security, nutrition and health services; (iii) enhance people’s capacity to withstand risk and build resilience; (iv) strengthen water resources management and enhance water supply; (v) strengthen Disaster Risk Reduction (DRR) and resilience; and (vi) integrate gender concerns into all recovery interventions. The Government of Malawi and its development partners recognized that the recovery has to be a multi-sectoral effort. Therefore, interventions are planned to be implemented in an integrated manner in all those sectors affected by the Cyclone according to the level of impact of the event.

The Government of Malawi is using part of the proceeds under the MRDRMP to engage a consulting firm to develop of a Flood Risk Management Plan for the Shire Basin. This consultancy will focus on updating and increasing coverage and accuracy of the 2012 Flood Risk Management Plan for the Shire Basin, using recent high-resolution surface elevation data and making the most of modern computing capability to carry out a fully probabilistic, high resolution flood hazard modelling and risk mapping exercise, and develop an up-to-date risk assessment for the basin. This detailed risk assessment will form the basis of the overall Shire Basin management plan, that will take a risk based and integrated basin management approach that deals with all facets of the river basin and the communities that live and work within it. This plan will drive critical priority investment decisions and prioritization for a number of years in the future. This consultancy assignment falls under Sub-component 2.4 of MRDRMP which focuses on enhancing flood and risk management.

Expressions of interest are now being sought from consultancy firms with global and relevant experience in delivering a robust and defendable flood risk assessment and investment plan for complex large river basins with a wide range of sometimes conflicting uses and factors. The firm would have the necessary skills to reflect the complex interactions and variability, and capture and deal with the high levels of uncertainty.  In addition, as a key part of the process, the consultants will ensure capacity building takes place and a sustainable legacy of effective open (i.e., no on-going licenses or costs) tools, models and data is left with the government, which can be re-used and developed in the future.

The consultancy services (“the Services”) is the development of a high-resolution Integrated flood risk management plan for the Shire River Basin. The implementation period for the assignment is 12 months. The detailed Terms of Reference (TORs) for this assignment can be obtained through the address as indicated below.

The Ministry of Water and Sanitation now invites eligible consulting firms (“Consultants”) only to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1. Core business of the firm(s) and years in business.

1. Relevant experience, which should specifically include the following:

1. Experience in the flood model development including hydrological and hydraulic modelling, flood hazard assessment, and flood risk assessment.
2. Experience in mobilization, data collection, review, and inception stage report.
3. Experience in ddevelopment of a flood hazard and risk data database, with visualisation and analysis tools.
4. Experience in flood risk management measures i.e., develop a strategic framework for flood risk management for both now and the future and development of a long list of potential mitigation options for further assessment and appraisal
5. Experience in flood management strategy and investment Plan.
6. Experience in similar assignment in the Sub-Saharan African region or any    other region with similar environment.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a Joint Venture and/or a sub-consultancy. In the case of a Joint Venture, all the partners in the Joint Venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
