The Government of Malawi has obtained a credit and grant from the International Development Association (IDA) to support efforts on landscape restoration and livelihoods enhancement in the shire basin through the implementation of the Malawi Watershed Services Improvement Project (MWASIP). The project designed to be implemented over a period of 6 years will target to cover the upper and middle Shire River Basin which includes part of Mangochi, Balaka, Machinga, Zomba, Ntcheu, Blantyre and Neno Districts.

 

The Project Development Objective (PDO) of MWASIP is to increase the adoption of sustainable landscape management practices and improve watershed services in targeted watersheds.  The project scope consists of three related components that will contribute to the achievement of the PDO described as follows:

 

Component 1: Scaling –Up Landscape Restoration:

 

This component aims to scale up landscape restoration interventions in the middle and upper Shire River Basin while enhancing the livelihoods of small-holder farming communities, addressing climate change vulnerabilities and improving and/or preserving the carbon sequestration capacity of the watershed. Specifically, the component will finance (i) performance-based grants for restoration of degraded landscapes in the middle and upper Shire; (ii) matching grants; (iii) advisory services and capacity building on sustainable landscape management practices; (iv) a social marketing campaign; (v) support to undertake local-level participatory land-use planning, land demarcation, adjudication and registration of about 20,000 ha of land in the target area to provide security of tenure for approximately 16,000 small-holder farmers. At least 6500 women shall have tenure security at the end of the project

 

Component 2: Improving Watershed Services

 

The component will support interventions that will help to maximize benefits communities obtain from managing watersheds and also developing capacity of institutions to manage the watersheds. The component will also support development of enabling infrastructure investments such as irrigation schemes, dams, high yielding boreholes, roads & bridges, market centres in the basin.

 

Component 3: Technical and Project Management

 

The Component will support the process of strengthening the capacity of Ministry of Water and Sanitation to manage the project and also the provision of technical assistance for preparation of phases of the project and investments.  

 

The project will be managed by a Program Management Unit (PMU) under Ministry of Water and Sanitation. The PMU structure will include a multi-sector technical team comprising staff from various ministries and departments attached to the project as well as a team of fiduciary consultant staff recruited to support the implementation of the MWASIP and the Malawi Resilience and Disaster Risk Management Project (MWASIP) which is a sister project to be managed by the same PMU and headed by a Program Coordinator. The MWASIP and MRDRMP shall form one technical and fiduciary team to work together on the two projects as a program.

 

The Ministry of Water and Sanitation therefore intends to apply part of these proceeds from the credit and grant to recruit an individual consultant to take up assignment of Land Administration Specialist to be positioned in the Program Management Unit (PMU) for the Malawi Watershed Services Improvement Project (MWASIP) as guided by these Terms of Reference (ToRs).

 

The Ministry of Water and Sanitation now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.  

 

The candidate should meet the following minimum qualifications:

  1. Advanced degree in a related technical area of Land Management and Administration. Those with Master of Science Degree in this field will have an added advantage;
  2. A minimum of 10 years of post-qualification experience in addressing Land management and administration issues at the field level (district and regional level) and for Master degree holders should have at least 5 years of work experience post qualification;
  3. Proven knowledge of GIS, parcel mapping technologies, demarcation and adjudication of rights;
  4. Good planning skills and demonstrated ability to delivery on time, that is, ability to manage complex tasks with minimal supervision, and to work under time pressure;
  5. Proven knowledge in dealing with gender strategies;
  6. Proven experience in monitoring and project results analysis.
  7. Proven experience in project results reporting and communicating;
    Excellent skills in communication (with a range of stakeholders) and presentation;
  8. Experience in planning and public consultations and training of government and civil society stakeholders;
  9. Good planning skills and demonstrated ability to timely delivery complex tasks with minimal supervision; and
  10. Fluency in Chichewa and English.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

 

A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations. Further information can be obtained at the address below during office hours from 7:30hrs to 12:00hrs and from 13:00hrs to 17:00hrs except on Weekends and Public Holidays.
