Explanation:

The reason for conducting a Negotiated Procedure is that Loqus Services Ltd. maintains exclusive rights to transmit VMS data from the currently installed VMS devices in the DFA registered fleet. The Negotiated Procedure is being justified in terms of Regulations 154 (1) (b) (ii) of the Public Procurement Regulations LN 352 of 2016.
