Anticipated Solicitation Issue Date: 29 MAR 2019-Anticipated Closing Date: 29 APR 2019-2:00 EDT

The Naval Surface Warfare Center Crane Division (NSWC-CD) has a requirement for a five-year contract for PLS hardware enclosures in accordance with the Statement of Work (SOW) and Drawings. This contract action is anticipated to result in a Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a Period of Performance (POP) of five years from date of award.

This is a small business set-aside, competitive acquisition and all responsible sources may submit an offer that will be considered. The Government intends to award to the responsible offeror whose offer is determined to be the best value to the Government, considering past performance, and price related factors. Inspection and acceptance is anticipated be at destination by Government representative at the ship to address. The proposed competitive contract action is anticipated to be awarded under FAR part 15, Contracting by Negotiation.

The following Contract Line Item (CLIN) is anticipated:

CLIN 0001 - Hardware Enclosure (Contract Minimum: 5 each) IAW SOW and all drawings.

The SOW and Drawings are being provided in draft format as an attachment to this synopsis. These documents may change before issuance of the solicitation.

Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Information about the JCP is located at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx . The controlled attachments will be posted to FedBizOps at the same time the solicitation is posted. FedBizOps may be accessed at http://www.fbo.gov.

All changes that occur prior to the closing date will be posted to the FedBizOpps website. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and / or award.
