In support of Marine Corps Installations Command Food Service and Subsistence Section (MCICOM G-4), MCICOM intends to award Computrition Inc. a contract under solicitation M95494-22-R-0019 which acquires a web based system to support a centrally managed Class I, food management information system (Marine Corps Food Management Information System (MCFMIS)). This requirement will be solicited sole source from Computrition Inc. pursuant to 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements, as detailed in the attached Limited Source Justification. This will be a firm-fixed-price type Order issued off of GSA Schedule 47QTCA21D005U. This web-based system needs to provide the Marine Corps Food Service Program with a tool to determine all aspects related to subsistence requirements from requisition to consumption. At a minimum the software shall manage inventory; generate and modify recipes, menus, production lists; analyze nutritional content; figure cost; validate and capture point of sale information in both garrison and field environments while capable of working in connected and disconnected network status. This system needs to be a user friendly, centrally managed, multi-tiered, enterprise wide, web-based, food management information system which is fully auditable with interfaces to internal and external agency software systems creating an end to end service.
The Marine Corps also requires a corporate license with unlimited users (no cap to the total number of licenses) for use of software which is required to be installed at locations within the Continental United States (CONUS) and Outside the Continental United States (OCONUS). There are primary objectives that establish the basis for requirements and oversight. These objectives are:
Objective 1. Provide food management functions which meet specific Marine Corps requirements.
Objective 2. Provide capable and responsive management.
Objective 3. Provide a fully auditable system.
Objective 4. Provide a user friendly, intuitive system
