The Metro Manila Development Authority (MMDA) has received financing from the World Bank (WB) and Asian Infrastructure Investment Bank (AIIB) toward the cost of the Metro Manila Flood Management Project-Phase 1 (MMFMP) and intends to apply part of the proceeds to attain its objective in minimizing solid waste in waterways through implementation of Information, Education and Communication (IEC) and Social Behavioral Change Communication (SBCC) campaigns to address the lack of awareness on proper solid waste management and lack of knowledge and skills in implementing and enforcing proper waste management.

The MMDA will engage the services of a consulting firm to implement the CONCEPTUALIZATION AND PREPARATION OF DETAILED ENGINEERING DESIGN FOR THE CONSTRUCTION OF THE CHILDREN’S SOLID WASTE MANAGEMENT ECOLIGICAL HUB (ECOHUB) IN TAGUIG PUMPING STATION for Five (5) months from conceptualization, planning, detailed engineering design, including rendering the corresponding technical documents required to initiate the procurement process for the construction of EcoHub Facility. The main objective of the program is to improve the solid waste management behaviors and practices of various stakeholder groups, especially children from schools and communities. Improved behaviors and practices in managing solid waste results in the reduction of the volume of solid wastes that end up in waterways, drainage systems and pumping stations, hence contributing to the optimization of flood control functions, and eventually to the improvement of flood management in Metro Manila.

EcoHub Facility is proposed to be constructed within the vicinity of Taguig Pumping Station. This will be initiated through the hiring of consulting firm that will focus on the following objectives:

  1. Provide detailed conceptual design for the EcoHub facility;
  2. Provide a detailed engineering design for the EcoHub facility based on the identified site requirement and in accordance with the agreed design paramaters and guidelines; and
  3. Efficiently render the corresponding technical documents required to initiate the procurement process for the construction of the EcoHub facility.  

The MMDA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:

  1. With at least five (5) years of similar or relevant experience related to this TOR
  2. Have successfully undertaken and completed at least one (1) related projects within the last five (5) years
  3. Have completed at least one (1) project related to this TOR having cost equivalent to at least 50% of the approved Estimated Project Cost (EPC)

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by the World Bank Borrowers, dated January 2011 and Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Consultants’ Qualifications (CQS).
