  Invitation for Bids Date: 24 June 2021 Loan No. and Title: Loan 3625-SRI: Mahaweli Water Security Investment Program (MWSIP) – Tranche 2 Contract Nos. and Title: MI/MWSIP/ADB/WORKS/NCPCP-5/ICB/2021/001 North Central Province Canal from Namalpura to Yakalla (from 55+600 km to 65+500 km) with Outlets to Huruluwewa, Maminiya Oya and NCP Canal Deadline for Submission of Bids: 9 August 2021, 14:00 hours (Sri Lankan Time) 1.    The Democratic Socialist Republic of Sri Lanka has received financing from the Asian Development Bank (ADB) towards the cost of Mahaweli Water Security Investment Program (MWSIP) – Tranche 2. Part of this financing will be used for payments under the contracts named above. Bidding is opened to Bidders from eligible source countries of the ADB.  2.    The Ministry of Irrigation (MOI), represented by the Program Director of Program Management Unit (PMU) of MWSIP (“the Employer”) on behalf of the Chairman, Standing Cabinet Appointed Procurement Committee (SCAPC), invites sealed bids from eligible Bidders for the Construction of North Central Province Canal from Namalpura to Yakalla (from 55+600 km to 65+500 km) with Outlets to Huruluwewa, Maminiya Oya and NCP Canal – Contract Package NCPCP-5 ("the Works”).  3.    International Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: Two-Envelope Bidding Procedure and is opened to all Bidders from eligible countries as described in the Bidding Document.  4.    Only eligible Bidders with the following key qualifications should participate in this bidding:  ●     The Bidder shall have minimum average annual construction turnover of US$ 21.5 million, calculated as total certified payments received for contracts in progress or completed, within the immediate past five (5) years. ●     The Bidder shall have participated, as a contractor, Joint Venture partner or subcontractor, in at least two (2) contracts within the immediate past eight (8) years that have been successfully or substantially completed, where the value of the Bidder’s participation exceeds US$ 20 million in each case in civil engineering infrastructure projects. The Bidder shall also satisfy further experience requirements related to specific technical activities relevant to the Works. ●     The Bidder must demonstrate access to, or availability of, liquid assets, lines of credit or other financial resources (other than any contractual advance payments) to meet the Bidder’s financial resources requirement indicated in Form FIN-4.   For the complete eligibility and qualification requirements, Bidders should refer to the Bidding Document.  5.    A soft copy of the Bidding Document in PDF format is available for inspection by any interested Bidder from the link on the MWSIP Website.   6.    Interested Bidders shall notify the Employer of their intention to purchase the Bidding Document and interest to submit a bid by emailing the Program Director (email address: [email protected]). Such notifications shall strictly be written under the Bidder's official letterhead and signed by the Bidder's authorized representative indicating the name and address of the Bidder, contact number, fax number, and email address to receive the digital copies of the Bidding Document, further clarifications, and Addenda that will be issued during the bidding process. Upon receipt of the Bidder's letter, the Employer will provide the Bidder its bank account details for the payment of the non-refundable fee of LKR 150,000.00 or US$ 750.00. Bidders shall send the transfer confirmation of this non-refundable payment also to the Program Director as soon as such payment is done. Upon the confirmation of nonrefundable payment made by the Bidder, the Employer will send the link to the full set of the Bidding Document for the Bidder to download. Bidder shall be responsible to ensure it downloads the full set of documents and the Employer shall take no responsibility for any consequence under this procurement process or thereafter of the Bidder’s failure to do so.  7.    A pre-bid meeting with the Bidders will be held at the Office of the Program Director on   29 June 2021 at 10:00 hours (local time) at the address provided below. Bidders may attend this pre-bid meeting in person (by up to a maximum of two representatives, subject to prior registration with the Employer). Bidders may also attend the meeting virtually. Bidders shall request via an email to the Program Director on or before 28 June 2021 in order to be provided the link to the online conferencing facility. Interested Bidders can also visit the site at least three (3) days before the date of the pre-bid meeting, provided that prior arrangements are made with and confirmed by the Employer.  8.    Deliver your bids:  ●     to the address:  Chairman, SCAPC  Office of the Additional Secretary (Technical and Procurement) Ministry of Irrigation, 8th Floor, No. 500, T.B. Jayah Mawatha, Colombo 10 Sri Lanka   ●     on or before 9 August 2021 at 14:00 hours (Sri Lankan Time).  ●     Together with bid security as described in the bidding document.  The Technical Bids will be opened immediately after the deadline in the presence of the Bidder's representatives who choose to attend. Bidders may also attend the bid opening virtually.
