Nature of Requirements: 

The Department of National Defence (DND), Directorate Support Vehicles Program Management requires Equipment Program Management and Equipment Program Support Services to coordinate program support and management activities regarding the Mobile Support Equipment and Standard Military Pattern fleets. DND requires the services of the following 14 resources on an "as and when requested basis":

a) One English Senior Engineering Graduate;
b) Two English Intermediate Engineering Graduates;
c) One English Junior Engineering Graduate and one optional English Junior Engineering Graduate;
d) One Bilingual Senior Technician and three English Senior Technicians;
e) One English Intermediate Technician and one optional English Intermediate Technician; and
f) Three English Intermediate Life Cycle Management Specialists.

The estimated start date for both optional resources is April 1, 2024. At the time of a task authorization issuance, the Contractor must demonstrate that their proposed optional resources obtains the required minimum of points in Attachment 1 to Part 4 and meets the additional mandatory technical criteria in Attachment 2 to Part 4 for their respective resource category.

The period of the Contract is from July 1, 2022 to June 30, 2025 with the option to extend the term of the Contract by up to two additional one-year period(s).  

This bid solicitation is issued against the Supply Arrangement for Task Based Professional Services under the Task and Solutions Professional Services method of supply, Public Works and Government Services File No. E60ZT-18TSPS/C. This requirement is open only to the following Technical Engineering and Maintenance Services Stream suppliers who are pre-qualified in the National Capital Region:

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement, the Canada-Chile Free Trade Agreement, the Canada-Peru Free Trade Agreement, the Canada-Colombia Free Trade Agreement, the Canada-Panama Free Trade Agreement, the Canada-European Union Comprehensive Economic and Trade Agreement, the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, the Canadian Free Trade Agreement, the Canada-Ukraine Free Trade Agreement, the Canada-Korea Free Trade Agreement, the Canada-United Kingdom Trade Continuity Agreement and the Canada-Honduras Free Trade Agreement.

This requirement is subject to the COVID-19 Vaccination Policy for Supplier Personnel.

The resulting Contract(s) are not to be used for deliveries within a Comprehensive Land Claims Settlement Area.
