Amendment 0004 - DRAFT SIR

I. Purpose

The purpose of this Amendment 0004 to RFI-Public Announcement 28011 is to release the following draft SIR documents for industry review:

• Amendment 0004 - Draft MSBRS Statement of Work (SOW)

• Amendment 0004 - Draft System Specification Document (SSD)

• Amendment 0004 - Draft Section B - Supplies or Services & Price/Cost

• Amendment 0004 - Draft Section L - Instructions, Conditions and Notices

• Amendment 0004 - Draft Section M - Evaluation Factors for Award



Additionally, the FAA is posting the following responses to industry questions regarding the SOW, SSD, Industry Day and Site Visits. This is an effort to promote open communication with vendors to improve the quality of the subsequent Screening Information Request/Request for Offer (SIR/RFO.

• Amendment 0004 – FAA Responses to Industry Comments on SSD

• Amendment 0004 – FAA Responses to Industry Comments for Industry and Site Visits



II. Comments/Questions

Interested parties are hereby requested to submit their questions/comments to the draft SIR documents via the enclosed Question/Comment matrices (Amendment 0004 Attachments 1-5) no later than January 05, 2018 by 4:00PM EST. The completed matrices must be submitted to the Contracting Officer, Craig Mayo at [email protected] and the Contract Specialist, Krystalyn Stuhr at [email protected]. Please be advised that verbal communication will not be entertained. All questions related to this procurement are to be submitted via email utilizing the attached matrices as listed below.



III. Delivery of Submittals

Industry must use the following enclosed Comment/Question Matrices to submit feedback on all documents posted in Amendment 0004:

No other response formats other than the provided Comment/Questions matrices will be accepted. All responses must be submitted in the English language and oral responses are not acceptable. The FAA will review feedback received and respond at a later date. It is the responsibility of each vendor to monitor this announcement for any updates. Please be advised that all documents associated with this amendment are entitled with “Amendment 0004”.

This Request for Information (RFI) & Industry Day Public Announcement is for the Mode S Beacon Replacement System (MSBRS). The FAA is planning to host an Industry Day on August 29, 2017 in Washington DC. This Industry Day is a follow-up to Market Survey – Mode Select (Mode S) Market Survey Announcement 22758, originally released October 15, 2015.

This is not a Request for Offer (RFO). The Federal Aviation Administration (FAA) will use responses to this RFI-Public Announcement for informational purposes only. The FAA is not seeking, nor accepting, unsolicited proposals. The FAA will not pay for any information received or cost incurred in preparing any response to this RFI-Public Announcement. Any costs associated with this RFI-Public Announcement submittal are solely at the interested vendor’s expense.

This announcement may be updated to provide additional information to support the facilitation of the Industry Day. Associated background information may also be included as updates to this announcement.



I. Purpose

The purpose of this RFI-Public Announcement is to announce the Industry Day for the MSBRS anticipated procurement, release the draft MSBRS Statement of Work (SOW) and System Specification Document (SSD), and solicit industry input and comments regarding the planned acquisition of a MSBRS. This is an effort to promote open communication with vendors to improve the quality of the subsequent Screening Information Request/Request for Offer (SIR/RFO).

The FAA anticipates the award of a new contract for MSBRS to replace the current system below the rotary joint. This contract will be to design, develop, test, implement and support the MSBRS to meet all requirements in the FAA MSBRS SSD, FAA-E-7716, and the subsequent SIR/RFO and SOW. The MSBRS will be deployed at a subset of the 137 legacy Mode S locations that include all En Route Radars (Common Air Route Surveillance Radar (CARSR) and Beacon Only) and a subset of approximately 45 Terminal (Airport Surveillance Radar – Model 9 (ASR-9) locations. The FAA is expecting to use a Commercial Off-The-Shelf/Non-Developmental Items (COTS/NDI) system to the maximum extent practicable to replace the legacy Mode-S System. This contract will include provisions for Program Management, System Engineering, System Design, System Development, System Test and Evaluation, Training, Production, Implementation, Integrated Logistic Support, Engineering Services, Disposal and General Engineering/Technical Services. Based on the information received from the Market Survey previously posted on October 15, 2015 the FAA has made a determination to conduct this procurement under a “full and open” competitive process. The FAA intends to incorporate the agency small business goals as a small business subcontracting requirement in the awarded contract.

The FAA is planning to hold an Industry Day on August 29, 2017 at the location in Washington, D.C. as specified in Section II. During this meeting Industry participants will be provided more information on the program, acquisition, concept of operations and requirements.

All information shared during industry day is subject to change and should not be considered official until provided in writing by the Contracting Officer. The FAA will not accept questions by telephone. The FAA will accept additional written questions at Industry Day. However responses may not be provided until a later date.
