7.Contract description:

The first objective is the full development and implementation of a programme budgeting system, including the elaboration of a national action plan for its implementation, the amendment of the current budgeting legal framework and of the corresponding administrative procedures in line with the EU ‘acquis’, as well as the organisation of the corresponding training activities.
The second objective is the adoption of a medium-term budget framework, including the development of macroeconomic and fiscal policy guidelines for better connection of strategic goals and budget planning, as well as the revision of legislation for capital budget planning.
The third objective is related to public internal financial control system and encompasses the improvement of managerial accountability, establishment of risk management system at central and local level and the development of the appropriate quality assurance and indicators for financial management and control, thus increasing the transparency of budget planning and budget spending.

1 555 000 EUR.
