This General Procurement Notice updates the General Procurement Notice closing on 01 June 2017

Office National de l’Électricité et de l’Eau Potable intends using the proceeds of a loan from the European Bank for Reconstruction and Development [the Bank] for a project aimed to improve drinking water supply to 3 medium-sized cities and 260 rural communities in the regions of Azilal, Ben Guerir and Ouarzazate, including a nationwide programme for performance improvement. The proposed project, which has a total estimated cost of EUR 69 million equivalent, will require the procurement of the following goods, works and services:

A) URBAN COMPONENT:

1) Sub project n°1: Strengthening of drinkable water system in Benguerir centres:

- 1 contract: supply and installation of power line

2) Sub project n°2: Strengthening drinkable water system in the city of Ouarzazate from the dam Tiouine

- 1 contract: supply and installation of power line

B) RURAL COMPONENT

• Sub project n° 2: Improvement of rural drinking water system of Ouaoula centre (2nd part)

- 2 contracts including: supply and installation of equipment take-over station and a 250 m3 water tank and supply and installation of power line

• Sub project n°3: Improvement in rural supply network in Tidili Fatouaka, Anzou and Sidi Yacoub

- 2 contracts including: supply and installation of power line

• Sub project n° 4: Improvement of rural drinking water system of Ait Taguella and Ouzoud (2nd part)

- 2 contracts including: supply and installation of equipment for recovery station (of 25 l/s) and supply and installation of power line

• Sub project n° 5: Improvement of rural drinking water system of Tidili Fatouaka

- 2 contracts including: supply and installation of equipment for recovery stations (of 1.5 l/s and 11 l/s) and supply and installation of power line

• Sub project n° 6: Improvement of rural drinking water system of Tamda Noumercid

- 2 contracts including: supply and installation of equipment for recovery station (of 5 l/s) and supply and installation of power line

C) PERFORMANCE IMPROVEMENT PROGRAMME

• Sub project n° 1 - Rehabilitation of network distribution – 13 small civil works contracts

• Sub project n° 3 - Efficiency improvement of distribution networks - 16 small civil works contracts

• Sub project n° 4 - Upgrading the storage capacity - 4 small civil works contracts

• Sub project n° 5 – Supply and installation of meters and metering systems – 3 small supply and installation contracts

The following Consultancy Contracts will be financed from Technical Cooperation Funds:

• PIU Support Consultant

• Financial and Operational Improvement Programme

• Stakeholder Participation Programme

For some of the abovementioned supply and installation and works contracts the tendering process is ongoing but the contracts have not yet been awarded. For the rest, the tendering is expected to begin in the second quarter of 2017.

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Purchaser's country.
