Request for Expressions of Interest for Consultancy Services

(Consultancy Services for Cyber Security Assessment for ENH)

 

 

The Government of Mozambique (GoM) has received financial assistance from the World Bank and other donors for funding the Mining and Gas Technical Assistance Project (MAGTAP) in the country. The overall objectives of MAGTAP are: (i) Enhance the economic and fiscal benefits in the extractive industry (ii) Establish an appropriate legal framework for the exercise of mining and oil operations in consideration of economic impact, environmental and social sustainability of the mining industry, (iii) enhancing transparency and accountability in the extractive industry by strengthening good governance, (iv) supporting reform, and capacity building initiatives to improve efficiency and accountability of the institutions involved in the planning and management of the mining sector and hydrocarbons and (v) Support the development of a legal framework that promotes regional and local development in mining production and natural gas and strengthen good governance. Part of the project funds will be applied towards the cost of Consultancy Services for Cyber Security Assessment for ENH.

 

The consultancy will include, but not limited to:

  • Make assessment of cyber threats, including Conduct vulnerability testing to expose security weaknesses, in the information systems, networks and systems and make recommendation on required adjustment to address the identified threats to ensure that data and systems are protected in accordance with the industry standards and governance/compliance requirements adopting Oil and Gas industry risk management techniques.
  • Assess server occurrence records, logs, alerts, event backups to evaluate the integrity of the systems;
  • Assess current Cybersecurity procedures, technical incident response planning, business continuity and propose improvements;
  • Research/investigate emerging Oil and Gas industry software security threats, resources and topics to create/update policies and governance, technology strategies, architecture and vulnerability assessments;

 

For this consultancy it is intended to hire an individual consultant with relevant experience in the field of the assignment. The candidate shall have appropriate academic qualifications and the ability to deliver all tasks specified in the terms of reference and have:

 

  • University degree in Computer Science/IT Engineering preferably with a Master's degree
  • SSCP (Systems Security Certified Practitioner) technical certificates, with over 10 years of experience in the IT field and over 5 years in the information security field, familiar with CCP (Certified Cyber Professional), CISSP (Certified Information System Security) certifications Professional), CEH (Certified Ethical Hacker), GCT (GCHQ Certified Training), several audits carried out and in the ISO 27001 certifications and extensive experience in cybersecurity;
  • Knowledge of network technologies and protocols, including Ethernet, VLANs, TCP / IP and routing;
  • Experience with security technologies, including: Vulnerability research, Firewalls and log assessments, Host detection tools, Security Events and Incident Management (SEIM), IPS, IDS, Antivirus, Network Package Analysers, malware analysis and forensic tools;
  • Fluent in English. Practical knowledge in Portuguese is desirable;

 

The Ministry of Mineral Resources and Energy now invites qualified consultants to express their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, description of similar assignments, experience in similar conditions, etc).  

 

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 (“Consultant Guidelines”).
