This synopsis is hereby issued in accordance with FAR Part 5.201. The purpose of this
synopsis is to announce the Department of the Navy, Naval Information Warfare Center
(NIWC) Pacific's intent to award a commercial, Firm-Fixed-Price purchase order on a
noncompetitive basis with Rohde & Schwarz, CAGE: 82199.

The requirement is for Rohde & laboratory calibration services. The items to be calibrated
are: step attenuator, signal analyzer, signal generator. The required period of
performance will be for a twelve month base period.

The Government intends to negotiate solely with Rohde & Schwarz under the authority of
FAR Part 13.5, Simplified Acquisition Procedures for Certain Commercial Items. The
justification is as follows. Rohde & Schwarz is the only source that meets the
Government's critical requirements and its aggressive turnaround time without a
significant amount of downtime, for the Government's upcoming test events.

Based on the approved Justification and Approval (J&A) (which will be posted after
award), the agency has identified only one responsible source and no other supplier will
satisfy agency requirements.

The applicable NAICS Code is 811219 "Other Electronic and Precision Equipment Repair
and Maintenance Portals" and the business size standard is $22.0 million dollars.

binding.

This notice is not a request for competitive quotes; however, interested parties may
identify their interest and capabilities in response to this synopsis, and must clearly show
the firm's ability to be responsive without compromising quality, accuracy, and reliability.
Capability statements, comments, questions, or concerns regarding this notice shall be
submitted via e-mail ONLY to [email protected] by 26 July 2021. All responses
received before this date will be considered by the Government for the purpose of
determining whether to conduct a competitive procurement. A determination by the
Government not to compete with this proposed contract based upon responses to this
notice is solely within the discretion of the Government.
