Project Description

 

Consistent with its mandate to prioritize the acquisition, adoption, innovation, and application of science and technology for development and its pursuit of competence, excellence and service innovation as provided in both the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and the Revised Transition Plan 2019-2022 for the Bangsamoro Transition Authority, the Bangsamoro Government, through the Ministry of the Interior and Local Government (MILG), forged a partnership with UNDP to apply, where possible, the strategic framework and principles of the UNDP-supported Access to Information (a2i) program in Bangladesh to the specific social, cultural and economic contexts of BARMM.

 

The Localizing e-Governance for Accelerated Provision of Services (LeAPS) will build on the a2i experience towards the transformation in local governance in BARMM by significantly accelerating connectivity in communities and opening up governance by enabling citizens to capitalize on the benefits of connectivity, such as through improved access to services and information, community enterprise development, assisted rural e-commerce, and skills development. The LeAPS Project will support the shift from archaic, paper-based and manual processes to digital processes within and among the local government units (LGUs), led by the MILG. The project will also maximize the use of MILG’s limited manpower and resources to effectively and efficiently deliver and monitor frontline services.

 

The Digital Service Design Lab (DSDL) is an intensive workshop that will guide MILG and LGUs under its supervision in analyzing their service delivery process from the perspective of both service provider and service recipient. It will walk workshop participants through the following processes: from existing service process analysis, digital system’s module and feature identification, digital service module design, functional process diagram, user access plan, integration management, up to design and planning specification and budget. The empathy field research work will be conducted virtually (1-2 weeks prior to the workshop) for each LGU or ministry with at least two frontline services or business processes that will be developed into e-services. Resource persons from a2i Bangladesh will share their knowledge, systems and tools on DSDL.

 

UNDP Philippines requires the services of an individual consultant (IC) to work closely with the LeAPS Project Management Office and the MILG-BARMM to design a localized version of the DSDL suitable for the BARMM context for ten (10) LGUs and Ministries of BARMM in 2021, and facilitate service process simplification (SPS) and prototyping output for the development of select e-services.

 

 

 

 

Duties and Responsibilities

Scope of Work and Expected Outputs and Deliverables

The Consultant shall carry out the following tasks:

  • Design a detailed methodology and workplan for the delivery of the DSDL workshops including the preparatory workshops (Planning and Team-building). The initial run of the DSDL TOT workshops in November and December 2020 (comprised of MILG and LGU staff as well as members of CSO and academe partners) will lead the strategy for public e-service delivery and will serve as champions of service delivery change for the additional LGUs and ministries in BARMM for 2021;
  • Conduct empathy field research as a pre-work for the 10 LGUs and ministries and ensure that sufficient research information will be gathered, where it will serve as a reference in the discussion of the service process simplification (SPS) for the development of e-services;
  • Work closely with the LeAPS PMO in the localization/contextualization of content and concepts of a2i’s DSDL Workshop modules, tools and manuals;
  • Conduct a “discovery workshop” which will serve as a preliminary requirement study or analysis of LGU and Ministries’ operations and workflows to determine systematic weaknesses e.g., duplication/overlaps, as well as activities that do not add value to the service delivery process;
  • Demonstrate the DSDL process by simplifying at least two internal processes and front line services of the ten (10) LGUs and Ministries of BARMM and at least two front line services of the ten (10) LGUs; (final 10 sites to be determined from the list below):

  • Deliver a series of DSDL Training of Trainers (TOT) for the identified LGUs and Ministry personnel in collaboration with the identified CSO and academe partners in BARMM;
  • Provide updates and validation to the DSDL knowledge products turned over to UNDP and MILG-BARMM, as necessary;
  • Prepare a an Initial and End of Engagement Report consolidating the outputs of the workshops including priority recommendations for IT enabled intervention, approaches to effecting implementation as well as technology options and indicative investment requirements; and
  • Provide on-site process documentation that will capture the proceedings supported by photos;
  • Prepare assessment tool to be used by participants to identify potential trainers for the DSDL roll out;
  • Provide regular feedback to the LeAPS Project Manager for any training related concerns.

 

Upon completion of the simplified processes of the LGUs and the Ministries’ manual services, the consultant is required to closely coordinate with the LeAPS Web & Software Associate to ensure that the simplified business processes will be translated to digitized services in the #DigitalBangsamoro portal. The consultant is required to complete the process from simplified business processes to fully functional e-services.

Scope of Price Proposal and Schedule of Payments

The Consultant should send a financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall include all costs components required to deliver the goods and services identified above, including daily professional fees X number of person-days, travel and transportation, supplies, communication expenses and any other applicable costs ;  to be incurred by the Consultant in completing the assignment.

 

Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the Consultant must be ready to submit proof of insurance valid during contract duration.

 

The contract price will be fixed output-based price. Any deviations from the outputs and timelines will need to be agreed upon between the Consultant and UNDP. Travel shall be included in the financial proposal.

 

Payments will be done upon satisfactory completion of the deliverables by target due dates. Outputs will be reviewed and certified by the MILG LeAPS Technical Working Group, the UNDP LeAPS Project Manager, the UNDP Programme Analyst of the Institutions and Partnerships (I&P), and endorsed to the I&P Team Leader prior to release of payments.

Criteria for Selection of the Best Offer
