TenneT, as offshore grid operator in the Dutch North Sea, will be responsible for the design, fabrication, installation and operation of grid connections which transport the generated power to shore. TenneT has developed 2 standard platforms (to basic design level); a 700 MW AC offshore substation and a 2GW DC offshore converter station. For each platform project, the Platform Contractor will develop this basic design into a detailed design compliant with DNV-ST-0145.

With this Tender, TenneT aims to award a Framework Agreement to a contractor to act as the Certifying Authority for future 700MW AC and 2GW DC offshore high voltage converter stations in the Dutch EEZ, as well as award a Framework Agreement for a back-up contractor for the same scope.

The selected Certifying Authority will review the design and execution of the work of the Platform Contractor to ensure compliance with DNVGL-ST-0145, and certify the platform according service specification DNV-SE-00073/DNV-SE-00190.
