Section IV: Procedure
This concerns a delivery order in the context of VNA Wave receiver. The VNA Wave receiver must meet requirements that can only be supplied by 1 supplier, at the moment. TNO requires a Vector Network Analyzer (VNA), to be used in large-signal measurement setups and in particular in a Pulsed Active Harmonic Source/Load-Pull setup, with the following characteristics:
- Frequency range: (at least) 10MHz to 50GHz
- Number of available ports for S-parameter measurements: (at least) 4
- Number of receivers with direct access: (at least) 5
o Settable IF BW: (at least) up to 2MHz and, in this condition perform a reading in (at most) 1us
- Number of internal individually controllable sources: (at least) 3
o Each source should be individually controllable in: frequency, amplitude, and phase (over 360deg)
o Phase coherent between sources: (at maximum) 0.25deg pp of phase variation between two sources set at 10GHz, measured with the receivers set at 200kHz IF BW continuously acquiring readings over at least 2 seconds.
o At least 2 sources should allow for pulse modulation
- Capability for being synchronized with other instruments through a high frequency reference signal: (at least) of 1GHz
o Synchronization for phase coherence with other auxiliar sources should allow for a similar phase coherence performance as stated above.
- Controllable through USB/Ethernet for control and readout of the waves being measured
The Keysight solution was the only available that allowed to achieve the phase coherence performance mentioned above. The Keysight solution presented the following unique benefits:
- High coherence between internal sources, meeting the previously mentioned requirement
- Capability to expand the number of sources, while achieving a similar level of coherency
- Absolute phase-noise level better than -120dBc/Hz at 100kHz offset from a 10GHz carrier
o With the added benefit to TNO of allowing for lower variation in phase readings: beneficial in pulsed applications
Pursuant to Aw Article 2.32 sub b, point 2, TNO is entitled to apply the negotiated procedure without notice.
