• statement that, within the last 5 years, it has not been issued an effective court judgment for committed offence in Article 88, paragraph 1 of the LPP (Law on Public Procurement);

• certificate that it is not subject to a bankruptcy procedure opened by a competent authority;

• certificate that it is not subject to a liquidation procedure opened by a competent authority;

• certificate of paid taxes, contributions and other public dues issued by a competent authority in the country where the economic operator is registered;

• certificate from the Registry of Offences for Committed Crimes by Legal Persons that a secondary sentence for prohibition of participation on public bidding procedures or awarding of public procurement or public private partnerships contracts has not been issued against it;

• certificate from the Registry of Offences for Committed Crimes by legal persons, that a secondary sentence for provisional or permanent prohibition to execute a specific business activity has not been issued against it;

• certificate that there is no legally effective judgment imposing a misdemeanour sanction - prohibition to perform a profession, activity or duty, or provisional prohibition to perform a specific activity, imposed against it.

— By list of main deliveries of goods or services rendered, including values, dates, buyers (contracting authorities or economic operators), and by providing a certificate of completed deliveries and services rendered: at least 5 relevant projects of same or similar type as the subject matter of the procurement, on the topic of non-ionizing radiation or equivalent completed as studies or publications prepared by the economic operator. At least 2 references for prepared spatial database or equivalent, developed by the economic operator.

— By description of the technical staff and technical bodies that will participate in the execution of the public procurement, especially those responsible for quality control, and in the case of public procurement of works, those who will be involved in the performance of works, regardless of whether they are employed in the economic operator or not:

• At least 1 (one) employee or hired project manager with more than 10 years of work experience as a project manager by submitting a minimum of 3 certificates for project work of which 1 (one) project has to be related to measuring or recording telecommunications mobile infrastructure or equivalent that will be available for the whole contract duration.

• At least 2 (two) professionals — professors (PhDs) in the field of energy or telecommunications with issued at least 2 papers of the same or similar type as the subject matter of the procurement that will be available for the entire contract duration.

• At least 1 expert on measuring ionizing radiation with work experience on at least 2 projects in the field of ionizing radiation measurement or equivalent, who will be available for the entire contract duration.

• At least 1 expert for spatial positioning of electronic communications with experience on at least 2 projects, who will be available for the entire contact duration.

• At least 1 GIS expert with ESRI Certified Enterprise Associate — Enterprise Geodatabase management or equivalent, who will be available for the entire contract duration.

The selected most favorable bidder shall be obliged to provide performance guarantee in the amount of 10 % of the contract value, including VAT.
