II.2.4)Description of the procurement:

Statnett is extending the period for the qualification system KON-000762 supply of 420 kV XLPE underground cable system, to indefinite duration. Statnett uses the system Achilles Utilities NCE as the basis for establishing bid lists for its procurement activities. Achilles Utilities NCE is a qualification system for suppliers and contractors to the utilities sector in Northern and Central Europe. Suppliers/contractors must fulfil certain minimum qualification requirements to be qualified on the Achilles system.

In addition, Statnett has established a more detailed qualification system called Statnett Stage 2. This has more specific qualification requirements for different types of equipment, materials and services to substations and transmission lines. Statnett will use Statnett Stage 2 for tenderer selection for contracts and framework agreements. If applicable Statnett will also allow their partners to enter separate agreements with the qualified suppliers/contractors. Only suppliers/contractors meeting the following criteria may apply for Statnett Stage 2:

— qualified via Achilles Utilities NCE (Stage 1)

— able to manufacture and deliver a 420 kV XLPE AC underground cable systems (Combination of Achilles codes 3.7.5 + 3.7.10 + 4.2.23).

Formalities necessary for evaluating if requirements are met:

Statnett Stage 2 for KON-000762 420 kV XLPE AC underground cable systems is of indefinite duration and suppliers may apply for qualification any time by contacting Lisa Milliane Nøtnes, [email protected]. Applicants that fulfil the requirements will be qualified. Suppliers must remain qualified in Achilles UNCE at all time.

III.1.9)Qualification for the system

Conditions to be fulfilled by economic operators in view of their qualification:

Upon request qualification requirements will be issued with an invitation to qualify. Statnett requires info to evaluate different criteria incl but not limited to:

A. Certificates for tax and VAT not older than 6 months. Information on minimum salary, conditions of work and ethical behavior. The applicant must sign a security agreement and the applicant, its employees and subcontractors must not be on sanctions lists issued by the office of foreign assets control, U.S Department of Treasury.

B. The applicant must have and provide a description of a HSE Management System in compliance with Norwegian legislation.

C. The applicant must have financial capacity to fulfil the contract of works tendered for.

D. The applicant must have organizational capacity to fulfil the contract, i.e. adequate staffing, equipment and expertise.

E. The applicant must have and provide a description of a quality management system incl a list of procedures for main categories of work included in the system.
