Prior Information Notice, New Version: Operations Tender for ICT Services
This is a prior information notice with the intention of making relevant tenderers aware of the plans for a later contest(s) for the operation, management, and development of ICT services. The contest(s) is scheduled to be announced by July 2021 with an expected tender deadline in October 2021. Bodø Municipality currently has an ICT operations contract where the supplier has the total responsibility for operational services consisting of application operation, operation of infrastructure (servers and network), and client operation. The hardware is owned by the municipality and is located in the municipality's computer room and at the municipality's various locations. The contract also includes the procurement of equipment. The current contract is about to expire and the municipality has decided to hold a contest with the aim of having a new operational system from 2022. Total value of the procurement: Provisionally estimated to NOK 200-300 million over 4 years. The estimated value is not binding for the contracting authority.
The municipality would like continual development in line with technological developments and 'best practice', and will have a strategy that is mainly based on external procurements of ICT services instead of ownership of equipment and internal service production. An important part of the deliveries will therefore be the transformation from the current situation to the procurement of services and flexibility for further development in order to meet future needs. At the same time, the municipality must be able to provide efficient services. Bodø Municipality has close cooperation within ICT with several municipal companies, inter-municipal companies, and neighbouring municipalities in the Salten region. Several of these are included in the current contract. The new system must still provide possibilities for participation from such interested parties.
Options: not clarified. Consideration is being given to using options for both participants joining contracts and for services, equipment, consultancy services, etc., which are included in the contest(s).
The contracting authority for this contest is Bodø, Saltdal, Fauske, Hamarøy, Rødøy, Røst, Beiarn, Sørfold, Steigen, Gildeskål, and Meløy Municipalities, as well as municipal companies owned by Bodø Municipality, Salten Brann IKS, Helse- og Miljøtilsyn Salten and Salten Regional Council. The number of contracting authorities can be changed. Bodø Municipality is the administrative contract party and the host municipality for the procurement cooperation in Nordland.

The procurement will probably be split into several contests, and some contests can be split into parts. The contracting authority would like tenderers to register their interest and submit the below table with a short description of what services they could submit a tender for.

Furthermore, a short account is wanted of how the tenderer envisages the contest to be formulated, including how the procurement will be structured as regards merging service areas into groups or contests. If groups are used, tenders can be submitted for one or several parts within a contest. The parts will be evaluated individually. Feedback is also wanted on proposals for the award criteria in addition to price.
The contracting authority has a general focus on continual development of ICT in the contract period.
