Dynamic Purchasing System for the procurement of vehicles
The aim of the scheme is to ensure that Innlandet County has access to the vehicles it, at any one time, needs to procure.

Innlandet County is in the planning phase of establishing a professional car sharing service via an external car sharing supplier for the vehicles that the county does not own itself. This dynamic purchasing system is therefore mainly meant to cover the need for vehicles with visibility markings, vehicles with various fixed equipment, and vehicles that have a fixed set-up with tools. These will primarily be vehicles within the categories passenger cars, minibuses, and various utility vehicles. The scheme can, however, also be used for the procurement of larger and heavier vehicles if it is deemed to be appropriate. Alternatively, separate procurements will be made for these vehicles independent of this dynamic purchasing system.
The scheme will initially run for 6 years, but it can be ended earlier or extended by an announcement.
Section III: Legal, economic, financial and technical information
- Tenderers are required to have their tax and VAT payments in order.
Documentation requirement:
Tax and VAT certificate that is no more than 6 months old, calculated from the tender deadline (Norwegian tenderers only). The certificate can be obtained from Altinn.
- Tenderers must be a legally established company.
Documentation requirement:
Documented by a company registration certificate or equivalent documentation that shows that the tenderer is registered in a register of business enterprises, professional register or a rtrade register in their home country.
As a minimum requirement, tenderers must not be subject to bankruptcy proceedings, debt negotiations or liquidation or have suspended activity. Good economic and financial standing is required for fulfilment of contracts throughout the entire scheme's lifetime.
Documentation requirement:
Approved annual accounts with the board's annual report and the auditor's report for recent accounting years, as well as recent documentation that can be of relevance for documenting the requirement.
The contracting authority can obtain a credit rating for further documentation.
