The contest concerns delivery of a framework agreement for project administrative assignments covering the municipalities´ needs within the disciplines of project management, engineering design management, construction management, building administration and program review.

See point 1.1.1 for a description of the participants in the contract.

The contract value is estimated to be above the EEA threshold value. The need is uncertain. The contracting authority has previously traded for NOK 60 million excluding VAT per year for various consultancy services carried out in the municipalities. The contracting authority does not have a joint procurement system specified within the various framework agreements for recent years. The volume can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation and other framework factors.

Maximum value including any options and expected price increases: NOK 55 million excluding VAT.

Tenders can be submitted for parts of the assignment, i.e., tenders for the following lots:

Group 1: Project Administration Building

Group 2: Project Administration Roads, Water and Sewage

Group 3: Safety, health and work environment (SHA) manager

Framework agreement

The procurement will be regulated by the attached framework agreement.

The framework agreement duration is from and including 2022-04-01 until and including 2024-03-31 with the opportunity for the contracting authority to further extend for up to 2 years, 12 months at a time.

The contracting authority will enter into a contract with up to four suppliers per group, as along as a sufficient number of qualified tenderers submit tender offers.

The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.
