Justification:

The procurement was previously announced on Doffin and TED initially on 9 March 2020. The contracting authority did not receive any qualified tender offers and therefore had to cancel the competition. After making changes in the tender documents, the procurement is now announced again. The reason for urgency is there is a large risk that suppliers will be busy with other snow clearing assignments for the 2020/2021 winter season. It is extremely important that procurement of snow clearing services with duty roster is carried out as soon as possible.
