Collecting sludge for Midt-Telemark, Hjartdal, Kongsberg and Notodden Municipaliies
Notodden Municipality, hereafter called the contracting authority, would like, on behalf of Midt-Telemark, Hjartdal, Kongsberg, and Notodden Municipalities, to invite tenderers to an open tender contest for the procurement of a contract for collecting sludge.
Midt-Telemark, Hjartdal, Kongsberg and Notodden Municipalities are announcing an open tender contest for the collection, treatment, and disposal of sludge from septic tanks, interceptors for sludge, and mini-treatment plants.
The sludge is to be collected from the customers, dewatered, stabilised, hygienist, and disposed of in accordance with the fertiliser goods regulations.
Mobile dewatering must be used when collecting from customers.
The sludge must be collected at regular intervals.
The work also includes inspections of the facilities and reporting any errors to the contracting authority.
Emergency collections are not included in this tender contest.
A contract will be signed for 4 years, with an option for an extension on the same terms for 1+1 year, so that the total possible contract length is 6 years.

Section III: Legal, economic, financial and technical information
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian companies: Company registration certificate
Foreign companies: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Tenderers must have sufficient economic and financial capacity to comply with the contract.
Tenderers must attach documentation showing that the tenderer has sufficient financial solidity through a credit rating from an approved credit rating agency. The credit rating must be from the last approved annual accounts.
1: A minimum of 1 years experience is required with mobile dewatering, or minimum 3 years experience with sludge collection with ordinary vehicles.
2. Tenderers are required to have sufficient organisation and competence to carry out the requested assignments.
3: The offered system for mobile dewatering must function equally good on older concrete manholes/interceptors as on more modern glassfibre systems.
4: Tenderers are required to have an electronic system for registration collections, inspections, subscription data, etc., which is compatible with the municipality's systems for documentation and follow-up of sludge collection, possibly a tablet or mobiles that can be connected directly to the municipality's systems for documentation and follow-up of sludge collections and inspections.
The municipalities currently use KomTek and Gemini. As a minimum, it must be possible to connect the system directly to them.
1: A reference from at least one such assignment with a statement of when the assignment was carried out and the size of the assignment, as well as a reference person at the contracting authority with a telephone number and possibly an email address.
It is the tenderer's responsibility to confirm relevance through the description.
Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another service provider.
2: Organisation chart with certifications and certificates of apprenticeship, as well as CVs for the offered personnel. Driving licence and licences for using vehicles, machines and accompanying equipment.
3: Confirmation of the offered system's capability, as well as guarantees that this will function.
4: A description of the electronic system for registration, or a system for connecting to the municipality's systems for documentation and follow-up of sludge collections and inspections.
