Section I: Contracting authority

Communication Services
Politiets Fellestjenester (PFT), hereafter called the Contracting Authority, will, on behalf of the police enter into a framework agreement for communication services. Further details on who the contract applies to, including who is defined as the Contracting Authority in accordance with the contract, is stated in SSA-R Annex 1.

Politiets Fellestjenester (PFT), hereafter called the Contracting Authority, will, on behalf of the police enter into a framework agreement for communication services. Further details on who the contract applies to, including who is defined as the Contracting Authority in accordance with the contract, is stated in SSA-R Annex 1.
The contract shall cover the following four main areas: the areas are not described in full, but with examples of central services and delivery areas that the tenderer must be able to offer.
1) Communication and consultancy services
• strategic consultancy and strategic development;
• knowledge, target group analyses and survey;
• strategic design services, such as assistance with the further development of a graphical profile and design concepts;
• strategic internal communication;
• management communication and communication in connection with alteration processes;
• media consultancy services and media training;
— including an option to develop and carry out training in crisis communication
2) Content consultancy services and content production
• Development, advice, implementation and evaluation of campaigns. The tenderer must be able to provide services for all of population focused campaigns by extensive use of channels and policy instruments, for smaller and larger digital focused campaigns.
• communication and message development and story telling in various channels
• text production and lingual work in Bokmål, Nynorsk and English;
• digital content production, with particular emphasis on video, pictures, graphical elements and animation;
— including being able to provide resources for the actual production if wanted
• skills upgrading in strategic and operative use of digital channels, social media, and digital content production;
• graphic design and production of brochures, reports, presentations and other material (printing services not included).
1 year + 1 year.
Extension for 1 + 1 year.
Section III: Legal, economic, financial and technical information
Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirement:
• Norwegian companies: Company registration certificate;
• Foreign companies: Verification that the tenderer is registered in a company register, trade register or a commerce register in the country where the tenderer is established.
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating company with a license to conduct this service.
If a tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his economic and financial position with any other document that the Contracting Authority deems suitable.
Tenderers must have experience from comparable assignments.
Description in Annex 2 of the tenderer's up to 5 most relevant/comparable assignments in the last 3 years. The list must include a statement of the deliveries' value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of the personnel that he can use for this assignment, including experience that has been acquired while the personnel carried out services for another service provider.
